Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a Shelter and Settlement Assistant to join our team in Dnipro, with daily travels around Dnipropetrovska and Zaporizka regions.

Your main responsibilities will be:
Reporting:
- Implement projects, reporting and evaluation, including: correctly completed and submitted acts of completion, maintaining a register of beneficiaries who received assistance, disaggregated by gender, vulnerability and number per household. Monitor the accuracy and timeliness of internal reports, ensure proper storage of project records and tools (electronic and hard copies).
Infrastructure and facility maintenance:
- Oversee and regularly evaluate construction and maintenance facility infrastructures.
- Identify infrastructure needs with a focus on improving access for vulnerable residents.
- Focus on accessibility and special needs of vulnerable groups, including people with reduced mobility.
- Implement due diligence processes for housing, land and property prior to construction or repair work.
- Report any gaps and duplication of services to the manager in a timely manner, as well as any necessary upgrades/maintenance to the facility.
Community liaison and accountability:
- In collaboration with other team members, consult with residents and local authorities before carrying out improvements to buildings and facilities.
- Engage with other team members on complaints and feedback related to protection, maintenance and building and community services.
Key areas of protection:
- Mainstream gender and protection issues into all aspects of operations.
- Maintain and adhere to policies on the prevention of sexual exploitation and abuse (for facility residents, DRC staff, partner agencies, temporary workers).
- Consult with local authorities before carrying out any facility and infrastructure maintenance activities to ensure that activities are carried out with their participation, as well as with the active involvement of community members, with due regard for the interests of vulnerable groups and people with special needs.
Program and operational activities:
- Ensure effective and efficient implementation of the program in accordance with the budget and work plan.
- Provide technical support and inputs to all housing recovery activities.
Coordination and representation:
- Collaborate with relevant internal and external technical experts on issues related to the sector.
- Represent the DRC at meetings and other relevant technical coordination meetings.

Logistics/Finance:
- Maintain monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget performance.
- Proactively plan and coordinate logistical support and movement of staff to and from various operational areas.
- Initiate procurement and ensure its execution.
About you:
To be successful in this role we expect you to have at least 1 years of experience, preferably in the monitoring and supervision of construction projects.
Moreover, we also expect the following:
- Bachelor’s degree or higher in Civil Engineering, Architecture or another relevant field is an asset. Vocational training or work experience in construction may substitute the technical degree.
- Preferably with experience in the field of humanitarian response for an international NGO, UN agency, relevant ministry, or local authority.
- Experience in administrative and support tasks.
- Fluency in Ukrainian, basic knowledge English an asset
- Excellent skill in MS Word, Excel, PowerPoint and Outlook.
- Skills in GIS software and AutoCAD are an asset.
- Communicating and organizational skills, competence to keep negotiations.
- Accuracy in paper work.
