Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Shelter and Settlement Assistant for its activities in Sloviansk (Donetska oblast).

Main responsibilities:

  • Prepare letters of inquiry/response (or any correspondence) to State Authorities, Local Government bodies/representatives and other NGOs. Participate in the preparation of materials (technical part – BOQ) for tenders of the support team for the execution of works.
  • Coordinate with community representatives to identify the needs for rehabilitation of damaged housing and collect data on other needs. Organize focus-groups in communities in locations agreed with community representatives to meet with beneficiaries to assess their needs and register them in KOBO.
  • Participate in planning site visits, generating a list of addresses, creating a route, preparing TRFs, obtaining the necessary equipment from the security department. In the event of a work trip as a trip leader follow the instructions of the Trip leader during the trip.
  • Communicate with beneficiaries – make preliminary arrangements for any meetings with them for evaluation, execution of works, signing of any documents provided for by the program.
  • Provide beneficiaries with all necessary information on the activities of the DRC, conduct explanatory work on the procedure and scope of work, receive feedback and report on the status of the project to the engineer and the head of the department, and respond to complaints and feedback through the complaint and feedback mechanism.
  • To prepare and sign consent to the processing of personal data. Participate in the expert assessment of the damage (photo recording). Register beneficiaries through the KOBO tool, request and enter copies of all necessary documents into KOBO.
  • Process, supplement, analyze and upload the data entered into KOBO for further generation of various types of reports at the request of the officer or team leader.
  • To prepare and sign agreements with beneficiaries.
  • Visit HHs with engineer for the final check of the work performance and scope. Participate in preparation and signing of Acceptance Acts with the beneficiaries. Monitor the work performance, collect feedback from the beneficiaries.
  • Work with documents in the office (assign unique numbers to contracts, transliterate contracts, scan, form a package of documents, sort copies, add to the archive and upload to SharePoint, sort electronic versions in the cloud).
  • Enter data into the Register file. Transfer the originals of the Acts signed by all parties to the Support department.
  • On the Infoportal platform, update the status of all stages of project implementation for each household from the start of implementation to the completion of the project.
  • Finalize and archive documents upon completion of programmes for sending to the Country Office.
  • Perform all types of necessary reports as requested by the manager and officer (engineer).
  • Work with any kind of assistance modalities and tools (Payment Tool and others) foreseen by the DRС programs.
  • Make referrals to related departments when needs are identified in the relevant area.
  • Respond through a complaints and feedback mechanism.
  • Conduct post-monitoring of the beneficiary’s compliance with the results of the assistance provided via phone calls.

About you

To be successful in this position, we expect you to have minimum 1 years of relevant experience, preferably with experience in the field of humanitarian response for an international NGO, UN agency, relevant ministry, or local authority.

Moreover we also expect the following:

  • Preferably professional experience as an engineer/architect involved in construction projects and/or experience in administrative and other support tasks.
  • Languages: Ukrainian is required, English is an asset
  • Computer literacy: Confident user in MS Word, Excel, PowerPoint and Outlook.
  • Skills in GIS software and AutoCAD are an asset.
