Overall purpose of the role: (1-2 sentences)
The Shelter and Settlement Assistant will be responsible for conducting shelter assessments and supervision & monitoring during the execution of shelter implementation. Under the supervision of the Shelter and Settlement Manager and Team Leader, the Shelter and Settlement Assistant contributes to the planning, implementation, and follow-up of Shelter activities in his/her assigned area. Shelter activities include rehabilitation of public infrastructures such as community infrastructure, emergency repairs of private houses according to Sphere minimum standards or distribution of seasonal NFIs, and technical support and outreach to the Ministry of Urban Planning, cash for shelter activities. Implementation modalities are through either a market-based approach through cash for work, casual labor/skilled workers, cash for shelter, or through implementing companies (contractor ed modalities).
Responsibilities: (in bullet points)
- Prepare shelter BoQs, Drawings, and shelter designs to support cash for shelter as well as Contractor led implementation and support beneficiaries in the explanation of technical details related to the BoQs.
- Under the supervision of the Shelter and Settlement Team Leader and Manager, the Shelter and Settlement Assistant undertakes regular field/site visits and supervises construction work at buildings as defined by project requirements, technical standards, specifications, and other documentation.
- Act as a focal point support for DRC Shelters activities in the worksites he/she is covering.
- With the support of the Shelter and Settlement TL and Officer, the Assistant liaises with the contractor focal point (if works are implemented through Contractor led modalities) at the worksite to monitor the quality of the works, alongside the relevant governorate directorate. The Assistant may be tasked with approving/rejecting the works after consulting the Shelter and Settlement Officer, TL, and Manager according to the agreed standards in the BoQ.
- Ensure to liaise directly with the shelter beneficiaries and makes sure to fully support beneficiaries technically, and for any issue they might have.
- Support the identification of potential beneficiaries for Shelter activities and conduct any market/vulnerability/technical assessment needed in order to tailor the response, taking into consideration the specific needs of vulnerable individuals and persons of concern.
- Prepare and follow up Procurement Requests forms for all materials or services needed to allow proper continuation of the works.
- Provide daily updates to the Shelter and Settlement Officer/TL and contribute to regular reports on progress and activities.
- Contribute to the proper management of stock, inventories, materials, tools, and equipment, including correct filing and documentation in close cooperation with the logistics department and notably warehouse officer.
- Manage safety and security of the construction site, workshops, and associated areas, including staff and laborers.
- Contribute to the communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners, and stakeholders in all stages of project design and implementation.
- Ensure regular and timely reporting of problems, potential delays, or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions.
- Undertake data collection and data entry of Monitoring & Evaluation surveys SEVAT and beneficiaries-related data.
- Collaborate with the Protection and Economic Recovery team, to ensure a full integration of the Shelter intervention.
- Ensure that particularly vulnerable cases are referred to the correct department for follow-up while respecting the beneficiary’s privacy.
- Support with the preparation and filing of Payment Requests and other project-related documentation, as requested by Line Manager
- Ensure the respect of the DRC Code of Conduct and DRC’s zero-tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to the integration of Protection and Age, Gender, and Diversity (AGD) mainstreaming into DRC programming. Undertake any other duties that may be assigned by the Line Manager.

Experience and technical competencies:
- At least one year of Proven work experience in supervising construction projects including Shelter infrastructure and previous INGO experience implementing Shelter activities.
- Proven experience in BoQ preparation.
- Proficiency in the following computer programs: MS Excel, MS Word, and AutoCAD.
- Good interpersonal skills and proven ability to work in a complex multicultural environment as a flexible and respectful team member.
- Willingness and capacity to work in the field and travel frequently to project sites when needed.
- Willingness and capacity to work outside of regular working days (national holidays or extra hours) in case of emergency response.
- Ability to work sensitively with vulnerable people, taking into account gender, age, and diversity.
- Demonstrated ability to collaborate and work as part of a team to achieve joint objectives, in a multicultural context.
- Ability to act calmly in tense situations, handle sensitive and confidential information with discretion, and act with transparency and integrity.
- Solution-oriented approach, with strong problem-solving and analytical skills.

- Technical and/or engineering higher qualification (e.g., university degree); significant proven similar field experience may be accepted in lieu.
Languages: (indicate fluency level)
- Proficiency in spoken and written Arabic is essential. English is an asset.
