Report to : Shelter and Settlement Manager
Overall purpose of the role:
Responsible to conduct technical assessments in the field in using of tools developed by Specialist and validated by Project Manager, assist in designing and developing Bill of Quantity (BoQ), prepare technical specifications and supervise DRC construction activities. Construction activities are funded by various donors and these include shelters and basic community infrastructures in project targeted locations.
Responsibilities:
- Conduct field technical assessments and collect relevant data for construction and rehabilitation activities of shelters and any other relevant infrastructures.
- Provide necessary support to other DRC programs in ideally for construction/rehabilitation of programs’ properties
- Work on Engineering drawings and Bill of Quantities of Shelters and other infrastructures.
- Work on Purchase Requisition (PR) in DRC online system for shelter related activities accordingly DRC policies and procedures
- Work on filing and database for all shelter related activities.
- Conduct regular supervision on quality ensuring of construction and rehabilitation activities in the field.
- Work closely with contractors at field level for in time giving technical instructions and guidance for construction and renovation work
- Communicate and coordinate among beneficiaries (families), Camp Management Committees (CMCs) and contractors for quality concerns of shelter construction in camps. Engage communities prior to both shelter construction and during community led construction activities.
- Work for ensuring the completed shelters is correctly handing over to families and on file of beneficiaries’ information
- Liaise and cooperate at field level with local Authorities (CMCs) and other Humanitarian Organizations as per necessary.
- Act as DRC focal person at field level for shelter construction and rehabilitation activities in camps and communities.
- Report daily the progress of ongoing shelters construction and rehabilitation activities.
- Perform other tasks as requested by DRC management.
- Any other duties relating to the nature of the job as requested by the Manager
Experience and technical competencies:
- University Degree in Engineering (B Tech, BE or AGTI in Engineering)
- Minimum 2-3 years hands on experience in shelters/Infrastructure /community structure construction repair, and design.
- Experience working with communities and supporting community led construction activities.
- Good command of technical Engineering drawing software (AutoCAD) and the Microsoft Package.
- Experience in conducting technical assessments and preparation of BoQs.
- Experience in supervising construction activities implemented through contractors and direct implementation.
- Familiar with local construction methods, practices and materials.
- Flexible, and able to travel frequently by road and by boat.
- Experience negotiating with and supporting communities.
- Experience with construction in camps/rural areas
- Good understanding of the context in Rakhine
- Working knowledge proficiency in English
- Other local languages are considered as an asset.

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band-H.
