The purpose of the Programme Development Manager is to design, develop and implement programmatic and technical aspects of NRC Moldova’s Shelter and Settlements programme. In close collaboration with the Head of Programme and the NRC Programme team, the role will work to further enhance the quality of the current Shelter and Settlements projects. The PDM will provide quality assurance for all projects, ensure smooth and compliant implementation, and foster the capacity of staff through mentoring and training, as well as identifying additional funding opportunities to further grow the programme.

What you will do:

Role and responsibilities:

  1. Update the existing Shelter & Settlements Core Competency strategy, technical SOPs / guidelines and Macro LFAs (log frames) as required
  2. Coordinate and manage Shelter & Settlements core competency project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  3. Overall management of Shelter and Settlements Core Competency project staff
  4. Ensure compliance and adherence to NRC policies, Shelter & Settlements Core Competency tools, handbooks and guidelines
  5. Responsible for technical and implementation inputs into funding proposals, project budgets, project modifications, donor visits, project reviews and donor reports
  6. Support programmatic MEL, outcome and indicator tracking in conjunction with the MEL department
  7. Ensure capacity building of project staff and transfer key skills with a dedicated commitment to nationalization procedures
  8. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  9. Promote the rights of displacement-affected people in line with the advocacy strategy

Specific Responsibilities

  • Responsible for technical quality of Shelter and Settlements interventions in country, in line with NRC’s Programme Policy and global strategic priorities
  • Promote integrated programming initiatives (with other core competencies) through systematic planning and cooperation in line with NRC Programme Policy
  • Promote and develop Shelter and Energy activities and initiatives in collaboration with a Global Shelter and Settlements Advisor in line with NRC’s global Shelter and Settlements priorities.
  • Work towards DS outcomes through the design of sustainable programming which seeks to integrate into local systems
  • Support the inclusion and institutionalization of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate, including the Winterization responses
  • Promote the development and inclusion of diverse partnerships with local actors to support advocacy, implementation and programming relevant to the Core Competency.
  • Develop and lead on conducting needs assessments (in collaboration with CC leads and MEL teams) to identify Shelter and Settlements related needs and capacities in country
  • Contribute to a culture of learning from programme implementation, sharing of best practice and capacity building
  • Responsible for mainstreaming Safe and Inclusive Programming (SIP) in Shelter and Settlements program design and implementation, and contribute to the successful implementation of the NRC Moldova SIP Action Plan
  • Lead participation in relevant working group and coordination mechanisms for Shelter/basic needs.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy
  • Perform other relevant tasks as requested by and in discussion with the Head of Programme

What you will bring

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context (Project manager or similar) working in shelter programming
  • Experience in working in complex and volatile contexts
  • Technical shelter expertise and technical knowledge and experience of construction systems and rehabilitation in a humanitarian context
  • Previous experience working in urban programming displacement in humanitarian and nexus settings
  • Higher education degree in a technical construction or related fields. Master’s degree is an advantage
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • Solid experience with project cycle management (PCM) and in project development; including ability to lead on assessments, design; with good skills in proposal writing/reporting
  • Knowledge of and experience in the Ukraine displacement response is preferred
  • Knowledge of Russian/Ukrainian and/or Romanian is preferred
  • Understanding of Environmental Minimum Standards is required. Experience conducting a complete (e.g. NEAT+) assessment to identify and help prioritise environmental issues is highly desirable
  • Knowledge and skills in cash-based interventions and/or market-based programmer, experience with market analysis is desirable.
  • Experience or proven understanding of energy interventions in a humanitarian displacement setting.
