These attitudes and beliefs shall guide our actions and relationships.   The purpose of the Shelter-WASH Coordinator position is to implement delegated Shelter-WaSH project portfolio in Libya.

The following is a brief description of the role. Projects in these areas are delivered through direct implementation.

Generic responsibilities

  1. Line management of Shelter-WaSH projects team leaders in allocated areas.
  2. Ensure adherence to NRC policies, tools, handbooks and guidelines.
  3. Contribute to Shelter-WaSH national strategies development, project proposals and provide input on needs and gaps, considering where appropriate the role of cash-based interventions and market-based programs.
  4. Manage and implement delegated portfolio of Shelter-WaSH projects (activities, budget and project documentation) as delegated from PM or PDM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  5. Provide regular progress reports to PM (AM and cc Specialist or PDM if no PM).
  6. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist (technique or methodological).
  7. Promote and share ideas for improvement and necessary changes in the activities (Better impact, quality, efficiency, sustainability).
  8. Ensure capacity building of project staff and transfer key skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities 

  1. Line Management. Responsible for the line management of Shelter-WaSH projects team leaders .
  2. Strategy Development. Support the Shelter Project manager and the WaSH Programme Development Manager in developing and/or revising the Core Competency Strategies for Shelter and WaSH by providing Area-level analysis and recommendations for needs and response options.
  3. Project Implementation. As delegated by line manager, responsible for supporting the successful implementation of all Shelter-WaSH projects delivered through direct led modalities throughout the full project cycle.
  4. Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Libya Country and CC Strategies, tools and guidelines. This includes – but is not limited to – ensuring the compliance of all Shelter projects with Housing, Land and Property (HLP) requirements, WaSH projects, meaningful consultation with affected populations throughout the project-cycle, needs-based targeting and selection, and integration with other Core Competencies (where relevant).
  5. Assessments. As delegated by line-manager, responsible for supporting Shelter and Wash technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
  6. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter and WaSH related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
  7. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC Shelter and WaSH related activities, including information management and archiving. This will include – but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.
  8. Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC Shelter and WaSH Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws).
  9. Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter and WaSH project team, within other Core Competencies and with the Support Team. This includes – but is not limited to – the Shelter and the Housing, Land and Property (HLP) staff and WaSH Officer.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Programme Development: Shelter and WaSH Project Team.
Area Operations: Area Manager, APM
Support Services: Area Office Support Team.
Monitoring: Shelter IMO, M&E team, CFM

Scale and scope of position

Staff: Shelter-WaSH projects team leaders .
Stakeholders: I/LNGOs, Local Authorities, local community representatives;
Budgets: Budget monitoring As mention in the authorization table
Information: Project databases, document archives, GOORS, etc.
Legal/compliance Compliance with NRC Policies and Procedures; term of employment, code of conduct, vendors, donors.

  • Knowledge of the urban and rural context in East Libya, and communicating effectively with stakeholders and communities
  • Experience supervising Wash and construction projects, with experience in thehumanitarian context.
  • Understanding and experience of donor requirements and reporting
  • A proven financial management skills.
  • University degree in civil and/or hydraulic engineering, architect or other relevant field of development aid.
  • Minimum experience of 4 years in a senior position in the humanitarian sector.
  • Experience in project planning, implementation, data management and monitoring skills.
  • Previous experience of working in complex and volatile contexts.
  • Specific tools (Ex. Excel, Word, PowerPoint, Gantt project, Autocad, WaterCAD or EPANET, Water analysis equipment, Structural analysis & design software’s, KOBO collect, NEAT+, WASH’EM…)
  • Strong Working knowledge of written/spoken English.
