POSITION TITLE: Short-term Consultant, Climate Resilient Water Governance

LOCATION: Pakistan GROUP: Agriculture, Resilience, and Water

REPORTS TO: LEVEL OF EFFORT: Approximately 23 Days (15 pre-solicitation release expected January 31, 2024, 8 days post-release) DURATION: November 1, 2023 – March 31, 2024 The Climate Resilient Water Governance Consultant will be responsible for gathering information from stakeholders in the Pakistan’s water resource management sector, and analyzing existing donor-funded climate adaptation and water resource activities in the country. This information will inform Winrock’s technical strategy for promoting participatory governance, stability, and climate resilient development in Pakistan by promoting water security through reduced pressures on key water sources and enhanced water governance under an anticipated USAID-funded Climate Resilient Water Governance activity in Pakistan.

RESPONSIBILITIES: Propose a list of key stakeholders (national institutions, government, civil society organizations, etc.) to interview and consult in Pakistan (in person and/or remote). Provide a list of potential local project partners to consult (universities, civil society organizations, local non-governmental organizations, etc.). Support and help organize a visit to Pakistan of Winrock’s staff, including logistics recommendations, setting up meetings with key stakeholders and with USAID. Based on desk/research questions, develop a list of guiding questions to ask key stakeholders covering community-led climate adaptation and water governance, considering gender, equity, and social inclusion (GESI).

Set up and conduct remote and in-person informational meetings/interviews with agreed list of stakeholders. With the Winrock proposal team, identify key technical areas of the anticipated project and associated research questions that we need to address through stakeholder interviews, and desk research including but not limited to: What integrated water governance and management models (policy advocacy and reforms, capacity building, water allocation mechanisms, service delivery, etc.) are currently in place in Pakistan and what are the opportunities for improvement? What are the key governance challenges and opportunities to improve equitable and efficient water service delivery? What mechanisms currently exist or potential mechanisms to harness and utilize flood water for wealth creation through economic opportunities in the agriculture, industry, and recreation sectors? What commercial models are in place, if any, to increase water productivity and sustainable service delivery? What are key challenges impacting water governance in communities, including enabling environment, private sector investment, and cost?

How to incentivize (to trigger behavior change) the government (national, provincial, and/or local) to develop climate-resilient water management policies and plans, and implement them in hill torrents, urban flooding and canal irrigation? Identify key areas of interest and priorities for USAID and alignment with Government of Pakistan’s strategy. Participate in preliminary technical design with Winrock’s team (remotely and/or in person with Winrock visiting staff). Provide written analysis and insights into potential technical approaches, innovations, and differentiators for Winrock’s bid, based on stakeholder interviews and research. Support the identification of potential candidates for senior roles on the project including Chief of Party; Deputy Chief of Party (Technical); Director of Finance and Operations; and Monitoring, Evaluation, and Learning Director.

Review and/provide written input for Winrock’s proposal, as requested.
