Duties and Responsibilities
1. Background of the assignment:
The UNODC Global Maritime Crime Programme (GMCP) supports member states to respond to maritime crime challenges. As part of this work, the GMCP provides technical assistance to member states to ensure that their laws and cooperation agreements are well suited to enable effective on-water interdictions, investigations, and prosecutions. The programme continues to support the criminal justice systems of states in the Horn of Africa, Indian Ocean region and West Africa prosecuting suspected maritime crime offenders arrested by their own law enforcement authorities or transferred from the authorities of other states. This aligns with the UN Convention on the Law of the Sea (UNCLOS) and customary international law allowing every state to arrest and prosecute pirates on the high seas and prosecute them.
UNODC GMCP supports maritime law enforcement authorities to ensure that they have the basic capability to patrol their territorial waters and provide the services expected of a functional coastguard. GMCP intervention includes the provision and maintenance of equipment, training of staff and communication and coordination between the regional entities in the areas of maritime law enforcements, domain awareness and justice.
2. Purpose of the assignment:
The purpose of this assignment is for the international expert to support the UNODC GMCP programme to deliver tabletop exercises (TTXs) and to support different programs aimed at increasing information exchange and maritime enforcement response between a variety of maritime law enforcement, customs, and other regulatory agencies at the national and regional level. The TTXs are meant to promote a set of best practices in each region by establishing a coherent and coordinated response to address various maritime threats. The TTXs will also provide core guidance that will allow established and nascent MLE agencies to perform their respective missions while considering legal mandates, operational capabilities, and funding constraints. This activity aims to provide senior and mid-level MLE officers with an understanding of legal and maritime criminal laws to ensure mission accomplishment and promote organizational resilience. This trainings series ends with a Maritime Rule of Law Exercise (MROLEX) in Seychelles to improve coordination, standardization of procedures, and interoperability between RMIFC, the National Information Sharing Centers, and the Maritime Law enforcement agencies of the region to implement joined operations.
The proposed projects seek to enhance national operational responses and interagency and international cooperation and should prompt participants to conduct mapping of needed communications between partner agencies and countries. This project consists of different activities that include: five NISCC Standardization Trainings, five TTXs, and three MROLEX.
3. Specific tasks to be performed by the consultant:

Qualifications/special skills
• An advanced University degree (Master’s degree or equivalent) in Marine Engineering, Maintenance Engineering, Boat Maintenance Engineering, process improvement/planning or a related field is required;
• A first level university degree or equivalent professional training with certification from recognized International/national Marine Engineering, Maintenance Engineering, Boat Maintenance Engineering, process improvement/planning or a related field, may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognized national or international Marine Engineering, Maintenance Engineering, Boat Maintenance Engineering, process improvement/planning or a related field, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Additional Information
A broad understanding of the maritime situation in the Indian Ocean is desirable.
