1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Strategic Enablement (STREN) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).
The Infrastructure and Engineering Division (I&E) provides strategic level coordination and control capabilities on all aspects of Military Engineering (MILENG) functions.
The Military Engineering Plans and Operations Branch (MEPO) is responsible to ACOS Infrastructure and Engineering for providing Military Engineering (MILENG) 360 degree oversight and awareness from Baseline Activities and Current Operations (BACO) through Crisis to Maximum Level of Effort (MLE); providing input and cross functional support at the strategic level to all Allied Command Operations (ACO) plans for operations, contingency and standing defence plans and exercises as well as for the command and control of all theatre-operations; providing MILENG expertise for NATO MILENG policy, doctrine, defence planning, force generation, training, procedures and standardisation; providing the MILENG feedback on all NATO operational lessons identified / learned process; managing the MILENG aspects of the intelligence cycle; providing specialist expertise for Explosive Ordnance Device (EOD) and MILENG Support to Force Protection, Counter-Improvised Explosive Device (C-IED) and Military Search operations.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Coordinates the integration of Military Aspects of Energy Security into SHAPE processes, planning, operations, and NSIP.
2) Coordinates the integration of Climate Change (CC) & Security into SHAPE processes, planning, operations, and NSIP.
3) Acts as staff officer in support of ENSEC training requirement authority (ACOS I&E).
4) Acts as staff officer in support of CC training requirement.
5) Integrates ENSEC with other Climate Change & Security.
6) Provides critical Energy Infrastructure Assessments.
7) Assists with Environmental Protection and Energy Efficiency responsibilities.
8) Performs any other duties as designated by ACOS I&E.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Experience in Engineering, either Mechanical, or Industrial, or Fuel, or Power or Chemical.
2. Education/Training
1) University Degree in Civil engineering disciplines or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
Courses:
• NATO Infrastructure Assessment in Support of Planning Course (NIASPC) (MEG-ME-45588) provided by Military Engineering COE (MILENG COE);
• NATO Operational Military Engineering Course (NOMEC) (MEG-ME-3693) provided by MILENG COE;
• Energy Security Strategic Awareness Course (EGY-ES-31634) provided by NATO – School Oberammergau (NSO).
3. Language
English SPL 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
1. Professional/Experience
1) Familiarity with Energy Efficiency and Climate Change.
2) Specific related experience in International organizations.
3) Experience and/or knowledge in Infrastructure Assessment in support of planning.
4) Experience on Energy Efficiency and Climate Change.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
