JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Communication Directorate is responsible for Integrated and Strategic Communication direction and guidance, and provision of communication capabilities and information function, as they relate to Alliance operations, policy, exercises and defence planning during peace, crisis, and conflicts.

The Public Affairs Branch is responsible for public communication efforts within the HQ and for the development and co-ordination of Public Affairs messaging across ACO.

2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Analyse digital media engagement data to develop an understanding across a wide range of digital media platforms, using that understanding to both create new ways to use existing platforms and expand the set of platforms used.
2) Analyse ACO social media efforts using quantitative and qualitative information, such as engagement data and measurements, developing reports for the CPAO and COMDIV Director to best support NATO activities, missions, and issues of concern.
3) Synchronize social media data analytics with the COMDIV Senior IEA as required
4) Responsible for ensuring that ACO content reflects audiences’ needs and NATO messages.
5) Plans and creates engaging multimedia content using graphic design, photo and video editing software and techniques to tell the NATO story.
6) Engage with audiences, receive, synchronize, and respond to new queries received on ACO social media platforms.

7) Synchronize and align SHAPE queries with ACO JFCs and Component Commands
8) Support COMDIV across NATO on social media issues: serving on workgroups, briefing leadership.
9) Assists with ad-hoc inquiries to define, monitor and develop suitable digital Key-Performance-Indicators (e.g. reach, video views) in close coordination with our subordinate teams.
10) Develop social media SOPs, Tactic technics and procedures to share with JFCs and Component Commands
11) Undertake additional duties and assume other responsibilities as directed by the chain of command.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
Professional experience may be required to perform like duties elsewhere within the organization as directed.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a Normal NATO office working environment.
Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience
1) Experienced in the Public Affairs community (minimum 2 years with a degree/minimum 4 years with Higher Secondary education).
2) Experienced in managing Social Media platforms and being professional active in the Social Media world.
3) Experienced in creating content (text, images, audio-visuals) for each specific platform and for each specific target group.
4) Experienced in managing Social Media reports and able to translate it to improvements.
2. Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

3. Language

English SPL 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience
1) Experienced in Writing news/web and Social Media stories.
2) Experienced in handling Graphical Design and able to translate complex stories into an infographic.
3) Experienced in being enabling with the Social Media audience.

2. Education/Training
Courses:

1) NATO StratCom Foundation Course (ETOC- ST-26885).
2) XX-174 NATO Media Operations Course (not yet in ETOC catalogue) or equivalent.

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension. Expecting starting date is 01-Sept-23.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
