Under the guidance of the Secretary-General, the core mission of the redesigned Directorate for Communications is to maximise the reach and impact of the OECD and its work through clear, cutting-edge, evidence-based communications carried out in conjunction with policy directorates. The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the Organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.

Job Description

Within the Communications Directorate (COM), the mission of the Strategic Communications and Outreach Division is to drive the development of comprehensive communications plans, then amplify to policy audiences and the public the Organisation’s key priorities as defined in the Annual OECD Communications Plan and the Strategic Orientations of the Secretary-General. Specifically, the division will work with communicators across the Organisation (ONE communications function) to:

  • Support the development of the Annual Communications Plan as led by the Director’s Office, incorporating both corporate priorities and directorate plans to reach relevant policy audiences.
  • Lead the further development and implementation of specialised communications strategies on key organisational priorities.
  • Deliver the OECD’s data, analysis, and recommendations to policy and public audiences through strategic, targeted media and social media engagement and newsletters, coordinating the Organisation’s corporate presence and reputation across these channels as well.
  • Lead the coordination of corporate engagement with key Organisational stakeholders, including the OECD Global Parliamentary Network and key civil society relationships with Business@OECD, the OECD Trade Union Advisory Council, youth, and others, while informing, supporting, and reporting on directorates’ targeted outreach and engagement.
  • Define policies, standards and processes for strategic planning, media, social media and external engagement in co-ordination with the Division on Communications Impact, Standards, and Capacity Building.
  • Support OSG in communications and external engagement by the Secretary-General.

COM is seeking an experienced and innovative Social Media Lead to shape and manage corporate social media engagement. This pivotal role involves overseeing social media workstreams in liaison with COM’s production and impact measurement divisions, all OECD directorates and bodies as well as the Office of the Secretary-General.

The selected candidate will lead a small group of dedicated social media professionals to deliver impactful communications across social media platforms, ensuring alignment with the Organisation’s priorities while enhancing social media engagement by directorates. The Social Media Lead will work under the supervision of the Head of Media and Social Media Unit.

Main Responsibilities

  • Play a constructive role in the ongoing evolution of the OECD communications function, contributing to an agile, collaborative and supportive culture positive interactions and accountability among colleagues.
  • Provide strategic oversight in collaboration with the Head of Unit, overseeing social media activities at corporate level to effectively communicate key messages on OECD priority workstreams.
  • Play a leading role to ensure collaborative, coherent and efficient social media outreach across the Organisation.
  • Play a leading role in identifying and mitigating organisational risks associated with social media, ensuring the protection of the OECD’s reputation.
  • Support high-level social media communications for the Secretary-General, including crisis management as necessary.
  • Maintain a portfolio of social media responsibilities for direct management and engagement, including the maintenance of networks, production of social media and related communications outputs.
  • Stay ahead of trends technologies, and developments across social media platforms, guiding the team to adapt strategiecs and practices effectively

Qualifications

Academic Background

  • An advanced university degree in communications, international relations, economics, public relations or other relevant field.

Professional Background

  • At least four to six years’ experience in similar roles, preferably in an international context or in a national or supranational government, with increasing leadership responsibility
  • Strong leadership and team management skills, with the ability to motivate and guide a team of professionals.
  • Prior experience in organized civil society or legislative settings is not required but may be an asset.
  • Proven experience in designing and orchestrating top-notch social media strategies that feed into an overall communication plan, turning technical text and data into compelling, snackable formats.
  • Experience in commissioning and adapting content to make it accessible to diverse target audiences through a range of communication tools and platforms.
  • “Digital fluency”: proven experience in designing content for and communicating in a digital environment. Ability to rapidly master new IT and communications technologies as they emerge.
  • Broad knowledge and understanding of the substantive work of the OECD and intersecting socio-political landscape.

Tools

  • Knowledge of digital and video video editing tools.
  • Mastering Social media monitoring and analytics tools (Brandwatch or Talkwalker or linkfluence) and analysis of results.
  • Familiarity with social media dashboards and Google Analytics would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other major languages (or specific language) would be an asset.

Core Competencies

Contract Duration

  • 13-month fixed term appointment, with the possibility of renewal.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen in January 2025 and panel interviews are planned in February 2025.

Salary Information

  • Depending on level of experience, monthly salary starts at 7,436.77 EUR, plus allowances based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
