The Consultant will be responsible for addressing general and specific issues related to solid waste management and its main stakeholders to support the development of the Solid Waste Management Plan for the Municipality of São Paulo. The Consultant’s initial objective is to support the diagnostic stage with the UN-Habitat waste team. Subsequently, he/she will also propose solutions and establish, together with the team, an action plan and targets to achieve the defined objectives. The Consultant shall be paid upon presentation and approval by the National Officer for Brazil of a monthly activity report related to the responsibilities mentioned below. The Consultant will work in close collaboration with the Programme Coordinator, the operational and technical teams of UN-Habitat offices in Rio de Janeiro, as well as with the local project team, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. In order to properly implement this project, a Solid Waste Specialist Consultant is required to ensure that São Paulo’s Municipal Solid Waste Management Plan incorporates a sustainable and efficient approach. Report to UN-Habitat Manager The Solid Waste Specialist Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the National Officer for Brazil, the Circular Economy Consultant will be responsible for delivering monthly activities report. Responsibilities Under the overall supervision of the Office Country Coordinator and the Programme Coordinator, the Solid Waste Specialist Consultant will support in: • Provide technical support for the work developed by the UN-Habitat and Municipality of São Paulo teams. • Assist in identifying additional studies and skills required for the technical work and prepare terms of reference for consultants. • Provide administrative support related to the project and assist in the management of the UN-Habitat team with the Municipal Secretariat for Green Areas and the Environment – SVMA. • Assist in SVMA’s administrative routines related to the PGIRS project. • Provide technical guidance for the diagnosis, study of solutions and action plan of the Integrated Solid Waste Management Plan (PGIRS). • Guide analyses and formulate guidelines related to municipal solid waste management, in compliance with the particularities of the municipality’s territorial zoning. • Define aspects that the PGIRS should focus on and formulate guidelines for sustainability and adaptation to climate change. • Provide technical support on how to locate and shape international agreements and frameworks, such as the 2030 Agenda for Sustainable Development and the New Urban Agenda, presenting ideas on how to implement these agendas in the PGIRS. • Support the anticipation and mitigation of project risks, including relevant challenges or omissions and other situations that may affect the development and implementation of the project. • Provide information for the systematization and exchange of good practices and experiences with other offices in the region and with divisions at headquarters. • Ensure that technical activities are aligned with the quality expectations of UN-Habitat and partners. • Contribute to the exchange of information and provide input for the development of products both internally and externally to the project. • Participate in meetings and conferences organized by partners to strengthen the position and presence of the project in the Municipality of São Paulo. • Support and participate in social participation events planned during the preparation of the PGIRS. • Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinator, aiming at: sharing partial results of activities. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; supporting project planning. • Be available to execute field work and participating in public events related to the participatory process of developing the Master Plan and face-to-face meetings whenever requested. • Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. • Maintain an orderly and accessible information file system on the information and data produced. • Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. • The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. • The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: ● Required: ● Post-Graduation course (Latu Sensu or Stricto Sensu) in Solid Waste Management, Engineering, Economics, Administration or related fields, or additional 4 (four) years or relevant experience to the post, beyond the requirement. ● Bachelor’s degree in Engineering, Economics, Administration, Accounting, Law or related fields is required. Experience: ● Minimum of five (5) years providing technical support and administrative management related to waste management, administrative routines and public administration. ● Academic knowledge in topics related to waste management and public administration. ● Professional experience in administrative routines. ● Professional experience developing studies, projects, plans and technical assessments related to waste management and public administration. ● Previous experience within the UN System would be an asset. Skills: ● Excellent writing and proof-reading skills in Portuguese is required; ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ● Negotiation capacity with public and private sector stakeholders. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in an inter-institutional environment, project management, administrative management of public processes, monitoring-evaluation; approaches and strategies related to urban waste management. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● Fluency in Portuguese is required; ● Good command in oral and written Spanish is desirable. ● Good command in oral and written English is desirable.
Additional Information
Travel details The Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/2: BRL 10.591,02 (net amount) per month/activity report. Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
