Founded in 2012, the Global Green Growth Institute (GGGI) is committed to supporting member and partner countries transition their economies towards a green growth development model that is low carbon, environmentally sustainable, climate resilient and socially inclusive. GGGI has a diverse portfolio of programs in developing countries around the world. GGGI is committed to supporting the Solomon Islands in achieving climate resilience and sustainable development through green growth initiatives. GGGI has been operating in the Solomon Islands since 2019 and has so far completed 9 projects with 7 currently ongoing which are all geared to meet this objective. These projects were and are all part of GGGI’s Pacific regional projects with subcomponents for Solomon Islands.

In May 2024, GGGI initiated its first national project, the Climate Resilience Green Growth (CRGG) project, in collaboration with the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDMM) and the Australian Department of Foreign Affairs and Trade (DFAT) as the donor partner. The proposed project which replicates the CRGG model in Papua New Guinea (PNG) and other GGGI member and partner countries will have four components/outcomes which are:

  1. Provincial governments in the pilot provinces successfully mainstream CRGG into their policy, planning and budgets.
  2. Solomon Islands mobilizes increased climate finance and green investments for high quality and impactful CRGG projects (target USD 30 million).
  3. Solomon Islands identifies and implements new financing mechanisms and increased private sector engagement for CRGG.
  4. GEDSI benefits are increased through CRGG outcomes and outputs.

The CRGG project will be implemented in two phases; phase1 will involve stakeholder consultations and design, and phase 2 will involve implementation.

OBJECTIVES OF THE ASSIGNMENT

The objective of this consultancy is to integrate Gender Equality, Disability, and Social Inclusion (GEDSI) considerations into the design phase of the Climate Resilient Green Growth (CRGG) project in the Solomon Islands. The consultant will ensure that the benefits of green growth, climate finance, and investments are equitably shared among all segments of the population, including women, people with disabilities, and poor and marginalized groups.

The purpose of this consultancy is to enhance the inclusivity and equity of the CRGG project design by embedding GEDSI principles. This will involve undertaking necessary stakeholder consultations, conducting a thorough gender analysis and assessment, and developing baseline data to inform the GEDSI component of the Initial Design Document (IDD), including the GEDSI Action Plan (GAP).

The GEDSI consultant will report to the Country Representative and work with the project team will undertake the following tasks:

1) Stakeholder Engagement:

  • Conduct consultations with key stakeholders, including women’s groups, disability organizations, and representatives of marginalized communities in the Solomon Islands, to gather input on their needs and priorities.
  • Facilitate inclusive and participatory workshops to ensure diverse perspectives from the Solomon Islands’ communities are considered in the project design.

2) Needs Assessment:

  • Review existing data and conduct additional assessments as necessary to identify GEDSI-related challenges and opportunities within the Solomon Islands’ context.
  • Provide a detailed analysis of the findings to inform the project design process, focusing on the unique socio-economic and cultural dynamics of the Solomon Islands.

3) Integration of GEDSI in Project Design:

  • Work closely with the project design team to incorporate GEDSI considerations into all aspects of the CRGG design document.
  • Ensure that GEDSI principles are integrated into project objectives, activities, outputs, and outcomes, reflecting the specific context of the Solomon Islands.

4) Development of GEDSI Action Plan:

  • Develop a GEDSI Action Plan (GAP) as part of the Initial Design Document (IDD), including specific strategies, activities, and indicators to promote gender equality, disability inclusion, and social inclusion
DELIVERABLES AND PAYMENT SCHEDULE

The consultant will deliver the following specific outputs and deliverables:

  • Deliverable 1: Workplan Document
    • A detailed work plan outlining the approach, timeline, and key activities to be undertaken by the consultant. This should be submitted within the first week of the consultancy.
  • Deliverable 2: GEDSI Stakeholder Consultation Report
    • A detailed report summarizing the findings from stakeholder consultations, including key GEDSI issues and recommendations for the project design, with a focus on the Solomon Islands’ specific context.
  • Deliverable 3: GEDSI Needs Assessment Report
    • A comprehensive report detailing the GEDSI needs assessment findings, providing specific recommendations for addressing identified gaps and opportunities within the Solomon Islands’ socio-economic and cultural framework.
  • Deliverable 4: Integrated GEDSI Project Design Document
    • A finalized project design document that fully integrates GEDSI considerations, including specific strategies, activities, and indicators to promote gender equality, disability inclusion, and social inclusion, tailored to the needs and context of the Solomon Islands.
  • Deliverable 5: GEDSI Action Plan (GAP)
    • A comprehensive GEDSI Action Plan developed as part of the Initial Design Document, outlining specific actions, timelines, and responsibilities to ensure GEDSI integration throughout the project lifecycle.
  • Deliverable 6: Response to Donor and Government Comments
    • A briefing document addressing responses to all comments from DFAT and the Solomon Islands government regarding the initial GEDSI assessment and Action Plan, including integration of all feedback.

EXPERTISE REQUIRED

The consultant must meet the following requirements:

  • Advanced degree in social sciences, gender studies, disability studies, international development, or a related field.
  • Minimum of 5 years of experience in GEDSI integration in development projects, preferably in the climate change or environmental sector.
  • Demonstrated experience in conducting needs assessments, stakeholder consultations, and capacity-building activities.
  • Proven experience in conducting research, surveys, climate and social analysis and developing strategies and action plans.
  • Strong facilitation, communication, and stakeholder engagement and consultation skills.
  • Knowledge of the socio-cultural and economic context of the Solomon Islands or similar Pacific Island contexts is an advantage.
  • Ability to produce high-quality reports and deliverables in English and proficient in word and Microsoft tools including excel and PowerPoint.
  • Ability to work independently and deliver high-quality work within tight deadlines.
  • Willingness to travel to project sites and conduct fieldwork as needed.
  • Fluency in English; knowledge of local languages of the Solomon Islands is an advantage.
