Organization Summary and Post Context:

Headquarters Allied Air Command (AIRCOM) is the Single Service Command (SSC) responsible for delivering Air and Space Power for Alliance Air operations and missions.

The Operations Directorate is responsible for directing, monitoring and coordinating operational staff functions, and assists and advises COS in the execution of his responsibilities and duties regarding all operational activities.

The NATO Space Centre is responsible to coordinate all the Space functions in order to ensure unhindered access to, freedom of manoeuver within, and unfettered utilization of, Space.

The Space Integrator/Architect is a subject matter expert advising on all facets of the space domain. The incumbent will oversee the NATO Space Centre budget and liaise with the offices of Civilian Personnel and LEGAD to obtain and provide requisite advice to the NATO Space Centre. S/he will integrate the Space Domain across the NATO Command Structures (NCS) with the focus of implementation of space in operations to include providing educational training as required.

Main responsibilities:

  • Provide subject matter expertise on a wide range of space related topics including but not limited to pol/mil, economic, social, emerging technologies, and strategy, as well as on policies, operational plans, directives and documents, with specific advice on their implications regarding the Space Domain, the NATO Space Centre, multi-domain operations and AIRCOM missions.
  • Deliver informational briefings, best practices, lessons learned, and advice regarding NATO Space activities, and provide educational training as required.
  • Provide advice to Director (Space Centre) regarding operational capabilities, operational outputs of the NATO Space Centre as well as space-related staff processes in planning, policy and doctrine. Coordinates and integrates activities necessary to tailor space support to NATO.
  • Advise the Director (Space Centre) on all Space functions to ensure unhindered access to freedom of maneuver within, and unfettered utilization of, Space. This includes analyzing all aspects associated with the Space Domain, which could affect NATO and the Allies, and for developing the Space Domain Awareness (SDA).
  • Advise on programmes and projects linked to the Space Domain, monitoring all aspects and implications as it affects COM AIRCOM
  • Liaise with industry, the Science and Technology Organization, Centres of Excellence, and other R&D entities for concept development and experimentation as it relates to space initiatives.
  • Advise the Director (Space Centre) regarding approaches to operational requirements, impact, and recommendations for changes and revisions as appropriate.
  • Advise HQ subordinate element personnel in policy matters and in development and staffing of space related operations.
  • Review and provide recommendation on ACT/ACO space integration plans by coordinating with nations and host nations to develop and implement integrated capabilities for operational acceptance of space related capabilities.
  • Review the NATO Space Centre budget and liaise with the offices of Civilian Personnel and LEGAD to obtain and provide requisite advice to the NATO Space Centre.

Additional duties:

The incumbent may be required to undertake TDY assignments both within and out of NATO’s boundaries and be willing to work unsocial hours.

Qualifications

  • University Degree and 2 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification/accreditation with 5 years post related and 2 years function related experience.
  • A minimum of 4 years’ experience supporting the delivery of the full range of space capabilities to a military force.
  • Progressively responsible experience in a Space Support planning or training role in a Joint Military Command.
  • Operational military or government experience, especially in the area of Space Capabilities, is an asset.
  • Master’s degree in Management, Space Systems, or Engineering is an asset.
  • Successful completion of a National equivalent of a Space Foundation Course is an asset.

Language skills:

English – Good – NATO Standard Proficiency 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters is mainly conducted in English.

Personal Attributes and Competencies

Personal Attributes: The advisor is required to effectively communicate and provide solutions to senior leaders under time sensitive and high intensity pressure.  S/he must be able to collaborate/engage/build relationships with military and international organization. The incumbent must be able to support 24/7 operations and travel both domestic and internationally.

Professional Contacts: Due to the complexity of NATO policies, processes, and structures, rapid and effective coordination depends greatly on professional contacts. This position can only be successful by leveraging a network of other NATO employees in the various headquarters and agencies. Additionally, developing and maintaining contacts with academia, industry and national governments, will support collaborative development of future capabilities.

Contribution to the Objective:

The incumbent is responsible for requesting and effectively utilizing the appropriate resources for Research and Development, Concept Development and Experimentation, Travel/Engagement, and for supporting the estimates for Operation and Maintenance of Common-Funded Systems.

Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

Special Requirements

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries and be willing to work unsocial hours. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a normal NATO office working environment. Normal working conditions apply.

The risk of injury is categorised as: No Risk / risk might increase when deployed.

Security Clearance

The successful applicant will be required to apply for and receive a NATO COSMIC TOP SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is pending final approval.  This vacancy notice is for recruitment purposes in anticipation of final approval.

The successful selected candidate must complete a NATO medical examination and have NATO security clearance before an employment offer will be released.  AIRCOM’s medical consultant must confirm the recommended candidate is fit to perform the duties and is deployable to NATO’s regional areas of operation.

In accordance with current policy, newly recruited staff will be offered a three year contract which may be extended, subject to a satisfactory recommendation, to an indefinite duration contract. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
