Based in Saint Lucia the incumbent will support the GGGI Caribbean Program in the correct planning and execution of administrative, finance and procurement operations, provide capacity building and training to the Caribbean Program’s project managers and incoming Administrative, Finance and Procurement Staff. The Incumbent will have an agile approach to work, be highly organized and transparent, while also promoting a service-oriented approach to operations. The Incumbent will have a complete understanding of GGGI administrative, finance and procurement processes and a keen interest to transfer that knowledge to others.

During the assignment you will be responsible for:

  • Deliver capacity building and training to project managers, administrative, and operational staff to champion robust operational processes and financial management for the Caribbean Program.
  • Support all aspects of finance, administrative, human resources, and logistics management of the Caribbean Program.
  • Support the financial reporting of projects in the Program, and build this capacity for new OED staff.
  • Support the execution and disbursement of repayable grants and seed capital to the Eastern Caribbean Entrepreneurship Program’s beneficiaries.

In doing so you will work with:

  • Acts as OED Focal Point for the Caribbean Program’s incoming new staff.
  • Holds periodic meetings with country teams to provide troubleshooting support and ensure quality of administrative functions.
  • Guides and supports the local team to integrate administrative, finance and procurement considerations into resource mobilization proposals.
  • Coordinates efforts to set up robust operations in new countries, and improve operations in existing countries
  • Liaise with relevant units in Seoul headquarters and/or in LAC Regional Office to initiate requests, obtain necessary clearances, process and follow-up on administrative and financial actions.

Your tasks will include:

  • Execute the disbursement of repayable grants and seed capital to the Eastern Caribbean Entrepreneurship Program’s beneficiaries.
  • Assist with other administrative project tasks as required, including assisting with planning and execution of events.
  • Lead on finance/procurement tasks for the program, including invoice registration, budget entry and tracking, managing the petty cash system, and assist with financial reporting as required.
  • Prepare and deliver capacity building and training to project managers, administrative, and operational staff (new and existing) to champion robust operational processes and financial management , and to develop a service-oriented operations function.
  • Promote the alignment of operational processes across Caribbean programs, in alignment with GGGI practices.
  • Support processing of consultant and staff recruitments, including tracking progress, creating requisitions and job requests, liaising with candidates, etc.
  • Identify opportunities for improving operations, financial and portfolio management
  • Promotes the use of and builds capacity in the team on the use of GGGI corporate systems in the region including ERP, E-Recruitment, GGGI e-Green Procurement Portal, GGGI Online, Saba Talent Space, and CRM/Salesforce
REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in administration, economics, finance, public administration, management, environmental management, engineering, or any discipline related to the assignment.
  • Five years of professional experience in above fields.
  • Complete understanding and mastery of GGGI administrative, financial, and procurement processes and systems.
  • Experience supporting GGGI recruitment processes.
  • Working experience with international or technical assistance organizations that deliver donor funded projects
  • Strong understanding and ability to execute operational processes that lead to successful project delivery.
  • Highly organized, transparent, and cognizant of the importance of following rules, regulations and processes while also flexible enough to adapt to the needs of a growing, young organization
  • Knowledge and experience of working with government officials and development partners in the LAC region
  • Strong English communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids.
