The Special Assistant reports to the Chief, Representative Office in Cairo.
Responsibilities
Keeps abreast of key political and other developments related to UNRWA’s work in Egypt and advises the Chief, Representative Office in Cairo (C/ROCA) accordingly; undertakes research and prepares briefings, speeches, presentations, correspondence and other documents on a range of related topics; may represent ROCA in internal and external meetings, as requested; proactively follows up on all issues related to the running of ROCA to ensure timely deliverables.
Liaises with relevant UNRWA HQs, Field Offices and other Representative Offices on policy, planning, internal reporting and other organizational matters and prepares related deliverables.
Facilitates supervisor’s interactions with various external partners and contributes to the enhancement of communication and relationships with counterparts and partners; gathers and analyses intelligence and information and assists C/ROCA in keeping donors and partners informed.
Liaises with United Nations Country Team (UNCT), Operations Management Team (OMT), other interagency groups and individual UN agencies in Egypt on matters relevant to ROCA and ensures that the Agency interests are served, and input required delivered.
Undertakes translation of documents, reports and correspondence from Arabic into English and vice-versa for internal and external use; coordinates with Headquarters on the translation of official documents as necessary; provides interpretation at external meetings and other official functions as necessary.
Organises UNRWA high-level visits to Egypt, ensuring protocol matters and logistical arrangements related to such visits are addressed; receives and greets high ranking officials/visitors, attending meetings and preparing notes.
Assists C/ROCA in managing the Office in terms of the administrative, human resources and procurement functions by:
– Following up on administrative, human resources and procurement related issues to ensure the smooth running of office operations.
– Preparing the annual budget in coordination with the Finance Department and Executive Office and handling imprest fund with related cash and debit card payments.
– Handling transactions with suppliers and contractors, including approvals using the REACH system, and liaising with other interlocutors such as banks and treasury as appropriate.
– Preparing contracts, terms of reference, and temporary assistance requests; monitoring implementation and renewals, ensuring timely delivery of services.
– Maintaining records of the office’s assets ensuring their appropriate locator /coding and coordinates with the relevant Dept./staff their functioning, replacement (surveys) and other related actions according to the applicable regulatory framework.

Education
A university degree from an accredited educational institution in International Relations, Business or Public Administration, International law, Political Science, Communication or a related field.
Experience in the use of computer applications and software packages such as Microsoft Office.
Work Experience
At least five years of relevant experience in communications/public relations/Liaising, management/administration and/or conducting research in an international, governmental or a similar setting is required.
A university degree from an accredited educational institution in International Relations, Business or Public Administration, International law, Political Science, Communication or a related field is required.
Experience in the use of computer applications and software packages such as Microsoft Office is required.
Experience in international and multilateral relations is required.
Knowledge of the Middle East and the Palestine refugee issue is desirable.
Experience with SAP system is desirable.
Master’s degree in a related discipline is desirable

Conditions of service:
Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.
– Grade and Salary, Grade 15 (Egypt/Cairo): Monthly basic salary $ 1,513.00.
Other benefits: Other benefits include monthly Provident Fund contribution (15.4% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
