Org. Setting and Reporting
This position is located in the Office of the Mission Chief of Staff (MCOS) in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), Kinshasa. The Special Assistant reports to the Special Assistant, Political Affairs, P4, under the overall supervision of the Mission Chief of Staff (MCOS). The Special Assistant is responsible for the provision of advisory, administrative and managerial support to the MCOS and her Office (OCOS). S/he will assist OCOS in preparing for meetings, including compilation of background notes, drafting of briefings, presentations and talking points; liaising with other Mission components and other counterparts.
Responsibilities
Within delegated authority, the Special Assistant will be responsible for the following duties: • Provides substantive and practical support to OCOS in implementing the Mission’s mandate; Keeps OCOS informed on all matters requiring MCOS personal attention; Assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up, as directed by the Mission Chief of Staff or her Deputy. • Organizes and manages OCOS meetings and mission events, prepares written summaries and conducts follow-up activities, as appropriate. • Drafts/reviews summary and analytical reports including, but not limited to, situation reports, briefing notes, notes to the file, talking points, code cables, statements and other official correspondence, and is able to do so under minimal supervision; Provides input for the reports of the Secretary-General to the Security Council, as required. • Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the Mission’s mandate. • Assesses implications and makes recommendations on possible policies, strategies and other measures to address issues pertaining to the mandate. • Develops and maintains collaborative relationships with all mission components notably on coordination and policy matters. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Uses integrated reporting and data analysis tools, such as SAGE and CPAS, and works closely with relevant mission components in this regard, including SPC, JOC and JMAC. • Performs other duties as requested and required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required. Experience working in a field operation of the United Nations Common System or a comparable international intergovernmental organization is required. Experience working in support of communication strategies is desirable. Experience in drafting/reviewing analytical reports, background notes and speeches for senior officials is required. Experience in coordinating high-level/leadership visits is required. Experience working on political issues in the DRC including at the regional level, such as the Nairobi process, is required. Experience with data such as RBB, SAGE or CPAS is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English and French is required.
