Org. Setting and Reporting
This position is located in the United Nations Assistance Mission in Afghanistan (UNAMA) in Kabul. Kabul is classified as an ‘E’ duty station and non-family duty station. The incumbent reports to the Chief of Staff. UNAMA is a political mission that provides political good offices in Afghanistan; works with and supports the government; supports the process of peace and reconciliation; monitors and promotes human rights and the protection of civilians in armed conflict; promotes good governance; and encourages regional cooperation. Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties: Coordination and Facilitation • Provides substantive advice and support to the Chief of Staff (CoS) in implementing the Mission’s mandate as well as the COS’s management, policy and reform responsibilities; • Keeps the CoS informed on all matters requiring her/his personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up, as directed. • Organizes and manages the substantive aspects of the CoS’s meetings, official travel and Mission events; prepares inputs to and follows-up on activities, as appropriate; Coordinates/drafts correspondence for the CoS’s signature. • Develops and maintains collaborative relationships with mission components, authorities, the broader UN family, donors and other national and international partners on coordination and policy matters. Political Analysis, Advice and Reporting • Identifies, analyzes and monitors developments and emerging issues with respect to the implementation of the Mission’s mandate at the sub-national level, as required. • Assesses implications and make recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives; Monitors, evaluates and reports on implementation. • Coordinates/drafts summary and analytical reports, including but not limited to briefing notes, notes to file, code cables and Mission reports. Management • Supports the COS and Mission Planning Unit in formulating and managing the implementation of the Mission’s programme of work, including through support to planning and budgetary processes; makes recommendations to the COS on management issues. • Assists in the selection of new staff. • Manages the national staff component of the Office of the Chief of Staff, including overseeing the protocol component of the Mission. • Performs other relevant duties as requested by the Chief of Staff.

Education
Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, social science, economics, law, public administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required. Experience in political outreach, facilitation, analysis, advice and reporting is required. Experience working in an international organization is desirable. Experience working on conflict or post-conflict issues is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of a local language would be desirable.
