Org. Setting and Reporting

This position is located in the Office of the Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator (DSRSG/RC/HC) in Bangui within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent reports directly to the DSRSG/RC/HC.

Responsibilities

Within delegated authority, the Special Assistant will be responsible for performing the following duties:

Coordination and Facilitation

– Provides substantive and practical support to the DSRSG /RC/HC in implementing the Mission’s mandate.
– Keeps the DSRSG/RC/HC informed on all matters requiring her/his personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate follow-up as directed.
– Organizes and manages the DSRSG/RC/HC meetings and Mission events, prepares written summaries and conducts follow-up activities, as appropriate.
– Coordinates/drafts timely and quality correspondence for the DSRSG/RC/HC’s signature.
– Develops and maintains collaborative relationships with mission components, the broader UN family (UNCT/HCT), donors and other national and international partners on coordination and policy matters.
– Supports Member States and facilitates donor visits.

Political Analysis, Advice and Reporting

– Identifies, analyses and monitors political and socio-economic developments and emerging issues with respect to the implementation of the UN’s mandate;
– Assesses implications and makes recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives.
– Monitors, evaluates and reports on implementation of mission mandate and UNCT strategic framework.
– Coordinates/drafts summary and analytical reports including, but not limited to, presentations, situation reports, briefing notes, notes to the file, code cables, missions and input for the reports of the Secretary-General to the Security Council, as required.

Management

– Assists in formulating and managing the implementation of the UN’s programme of work, including through support to planning and budgetary processes.
– Provides daily oversight and backstopping for administrative processes, in close cooperation with the Administrative Assistants and performs general quality control in O/DSRSG/RC/HC routine correspondence.
– Assists in the selection of new staff as required.

– Performs other relevant duties as requested by the ODSRSG/RC/HC.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political affairs, diplomacy, conflict resolution, or related field is required.

Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience working on conflict or post conflict issues is required.

Previous experience working in the office of a senior public official and/or as a Special Assistant (or similar) to a senior public official is required.

Previous experience working in a country implementing the “One UN” reform agenda is desirable.

Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
