THE ROLE

The Portfolio Financial Management (PFM) team is part of the Finance & Operations Department and provides end-to-end financial expertise to the Country Programmes Department to ensure compliance with Gavi’s fiduciary policies, procedures and practices. This position will primarily focus on supporting the PFM team in its engagement with Core and Middle-Income Countries. It also ensures that financial risks identified within the grant portfolios are effectively mitigated and managed in accordance with sound financial management practices, reflected in the grant agreement.
Where necessary, and in consultation with other relevant teams, the team develops feasible plans to address the risks. The team oversees the provision of financial support to countries with different levels of complexity and adapts approaches as appropriate.

Further, it leads in the provision of Financial Management capacity building support to countries with a view to strengthening and using country public financial management systems. The PFM team also ensures that the most cost-effective means to achieve programme objectives have been considered in grant design.

The role of the Senior Analyst will be to support the PFM team in its delivery of various analysis as well as support on grant financial oversight across the country portfolio. The Senior Analyst will report to the PFM Director but in the conduct of the work there will also be day-to-day interactions with other members of the team including the heads. The Senior Analyst will also work closely with teams and staff within the Country Programmes Department and other Gavi functions as required.

 

 

Key activities for this role include:
• Overall Requirements

o Build on existing work to develop an in-depth understanding of Portfolio Financial Management data sets and data gaps and establish a common terminology for data;
o Lead on a vision for PFM data and analytics, and decide on options to define how Portfolio Financial Management Data & Analytics are managed for decision making;
o Lead on data collection, analytics & storage for the entire scope of PFM internal & external data.

• Analysis and deliverables for the PFM Team

o Develop routine cash balance and compliance analysis;
o Develop grant disbursement forecast vs. actuals analysis;
o Maintain the PFM Dashboard which reflects various elements of the PFM team’s mandate and deliverables;
o Conduct additional ad hoc analysis as required by PFM management;
o Focal point liaison with internal and external sources to obtain data and information as required.

• General support to PFM team:

o Ensure compliance with grant budget and reporting template and processes including budget mock-ups and guidance;
o As needed, provide budget review and/or budget analysis support on routine grant decisions;
o Using the budgeting tool, conduct portfolio data analyses as determined from time to time;
o Support the quarterly reporting of FMRA process;
o Maintain and update performance matrix of assurance providers for semi/annual feedback letters;
o Maintain and update the country risk assessments in collaboration with the risk team.

• Provide support to PFM team during the conduct of the IRC review waves by using data for decision making:

o Using the budgeting tool, provide analysis of the current IRC wave compared with historical data.
o Using the budgeting tool, at the request of IRC reviewers, provide budget data analyses as requested.

• Provide support PFM focal points and PFM management on data literacy issues to support the end-to-end financial management support including building of data tools to improve the quality of data. In this regard, the Senior Analyst will prepare a prioritised implementation plan to establish and foster a data-driven mindset across departments and hierarchies.

Essential
• Minimum 5 years of demonstrated progressive experience in the areas of public financial management, financial analysis and decision-making, obtained with an international accounting firm, bilateral or multilateral aid agency, government department, industry, or a commercial or development bank;
• Public and Global Health experience/exposure, including engagement with senior officials at Ministries of Health and Finance and enabling country structures such as Auditors General.

Desirable
• Experience of working with bilateral and multilateral development agencies, including an aptitude for, and knowledge of, current issues in development with a focus to health and immunisation;
• Experience in financial, regulatory, and grant-making or contracting processes;
• Familiarity with financial management in Gavi-implementing countries – and a first-hand knowledge of assessment and capacity building approaches and techniques in developing countries;
• Public and Global Health experience/exposure, including engagement with senior officials at Ministries of Health and Finance and enabling country structures such as Auditors General,
• Sound knowledge of internal controls, internal audit, and good understanding of risk management.

 

 

• High level of business financial analysis & forecasting skills;
• Excellent computer literacy specifically with ERP systems, Microsoft office products (word, excel, PowerPoint, access. Business Intelligence etc.);
• Excellent oral and written communication skills;
• Excellent presentation skills;
• Good knowledge of institutional or organisation policies, systems, and procedures;
• Ability to work in a multi-cultural environment with cross functional and multi-disciplinary teams in a collaborative style;
• Results-focused – being driven by the results and highly focused on the end product and objectives;
• Flexible mindset – being able to ‘think on your feet’ and adaptable to fast changing circumstances;
• Resilience – showing patience and strength of character in dealing with difficult situations and setbacks;
• High standards of personal conduct and integrity.

 

 

• Written and spoken flurency English is required;
• Profienciency in French is desirable.

 

 

Essential
• University Degree in Accounting, Finance, Business Administration and Management, Auditing.
Desirable
• Master’s Degree in Econometrics, Accounting, Finance or Auditing;
• A professional certification/qualification in Audit, Accounting or Financial Analysis.
