Plan international has opened an office in Somaliland and started programmes that focus on child protection, education and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
Plan International is implementing multi-year project focusing on strengthen sustainability of health systems in Somaliland by the provision of inclusive and age-gender responsive mobile outreach maternal and health care services to 231,000 marginalised women, adolescent girls and children, strengthen health worker capacities and contribute to improving health systems management. 15,000 adolescents will benefit from increased access to sexual and reproductive health (SRH) education and adolescent friendly SRH services. In addition, the project will develop technical resources on mobile clinics, incorporating management of complications from female genital mutilation and providing adolescent friendly sexual and reproductive information and services
ROLE PURPOSE
The SRH coordinator will be responsible for providing technical guidance, tools, and support on programme design and delivery in sexual reproductive health (SRH) within Plan International’s portfolio of work.
DIMENSIONS OF THE ROLE
Under the direct supervision of the TAKEDA Project Manager, the SRH Coordinator is in charge for assessment, design, coordination, implementation and monitoring and evaluation of the SRH components of Plan International’s programs. S/he is responsible to ensure quality programming and monitoring of the project components, while working closely with local partner(s).

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Project Implementation and Monitoring (30%)
• Strengthening the quality of SRH interventions through development and contextualization of program tools, guidance and resources, and ensuring staff are familiar with relevant standards and toolkits.
• Provide technical guidance during implementation of TAKEDA project to achieve the programme objective in ways to improve women and girls’ access to sexual and reproductive health (SRH) education and adolescent friendly SRH services.
• Provide technical support into other plan health and protection programmes and projects to improve the design and impact of the work, throughout project cycles (incl. project designs, SRH and multi-sectoral needs assessments, and project implementation).
• Work with M&E teams to recommend appropriate mix of measures, evidence and analytical methods, and provide support to monitoring, evaluation, research and learning initiatives by e.g. reviewing results frameworks and indicators, supporting data collection activities, strengthen programme evidence and analysis.
• Support the development of age and gender appropriate tools and guidance both for development and health projects.
• Strengthen awareness of public health and SRH approaches by Plan International
• Work closely with technical focal points to ensure support, capacity building, and training development for local partner staff.
• Monitor national and global developments and trends on primary health and SRH (including updates from WHO, UNICEF and UNFPA) to ensure alignment with priorities and plans
• Contribute to movement building with other civil society actors to identify areas for influencing to address issues of girls and adolescents
• Prepare corporate global plans and reports such as quarterly and annual reports showcasing progressive achievements across all programme areas
• Provide technical reviews of all donor project reports under the programme
Capacity Building (10%)
• Ensure common understanding of the programme by all staff
• Identify areas of continuous improvement to strengthen the programme
• Upskill staff, partners and key stakeholders in approaches for quality primary and SR health interventions
• Facilitate cross & peer learning among health staff and lead in compiling and sharing best practices
• Lead on the development of lessons learned and supporting cross-organisational learning on successful approaches and interventions
• Maintain the end-to-end knowledge management, from knowledge creation or gathering, to knowledge utilization or application
Coordination, Communication and Reporting (10%)
• Contribute to documentation of technical/project approaches, lessons learnt, and success stories.
• Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
• Attend working group and task force meetings on a local level (as required).
• Ensure adequate and accurate reporting of data on Activity Info, internal databases, and Sitreps.
• Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
• Update the project detailed implementation plan as needed.
Representation and Networking (10%)
• Engage in relevant Plan International working groups at regional and global level
• Represent Plan International in relevant external fora and interagency working groups, particularly the health sector meetings
• Position Plan Somalia as active member of global SRH Network
• Build strategic relationships with government ministries, UN agencies, and the private sector
• Enhance collaboration with local CSO’s and Youth-led organisations
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (10%)
• Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
• Ensure that Programme implementation staff at the country office and in the field are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies.
• Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
• Ensure that Plan Somaliland contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
Working in Partnerships (20%)
Plan International Somaliland engages in strategic partnerships with government, civil society, private sector, academia, youth association, and non-governmental agencies, at all levels so as to work together to ensure gender justice for girls.
• Establish/strengthen concrete partnerships with implementing partners to leverage the respective entities’ resources, expertise and mandates to driver gender equality at field level;
• Build networks and partnerships with like-minded organisations for the overall enhancement of the project and profiling of the organisation.
• Contribute to the strategic roadmap for the development and implementation of partnerships management standards and guidelines.
• Contribute to the development of standards and guidelines for partnership management are regulated updated, understood, adhered and reflected in practice.
Risk Management (5%)
• Coordinate and support programme quality and delivery on programme audit, child protection audit, and gender strategy review exercise and adequate application of management response across all impact areas.
Other Responsibilities (5%)
• Within the scope of the role, there will be additional assignments as needed.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
• A degree in public health, particularly maternal and new-born health, and sexual and reproductive health
• A Master’s Degree or higher in medical sciences or project management is added advantage
• At least 7 years working experience in project and programme implementation
• Minimum 3 years of experience working in SRH, attitude change programming, FGM, GBV and in Child protection (or relevant) programming; working in emergency response is a plus.
• Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization;
• Demonstrable working experience in humanitarian programme;
• Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals;
• Demonstrated track record in donor reporting and budget management;
• Experience in leading team, coaching and mentoring, especially managing a large team;
• Excellent experience in conflict resolution.
Languages required
• Excellent written and verbal communication skills in English.
Qualifications/ experience desirable:
• Experience in managing attitude and behavioral change programs;
• Knowledge of key programme areas such as Gender based Violence, SRH and FGM and all issues affecting young girls, adolescent girls and women is preferred.

TECHNICAL COMPETENCIES
Knowledge:
• In-depth knowledge of FGM, SRH, GBV, gender and inclusion and global/local development issues, with particular knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
• Mastery of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
• In-depth understanding of the policies, processes, institutions and organizations that shape the FGM, GBV and SRH interventions and standards within Somaliland.
• Understanding of the implications of working with a rights based approach to development and is able to analyze the situation of children’s and particularly girls’ rights in his/her working context
• In-depth knowledge on different types of partnerships and civil society strengthening and capacity building. Understanding issues, principles and strategies and their root causes and working with Plan’s principles and a range of strategies and approaches to improve outcomes
