Sri Lanka, as an island and developing nation, is highly vulnerable to the adverse effects of climate change. Occurrences of natural disasters due to extreme weather conditions such as prolonged droughts, flash floods and landslides deprive lives and livelihoods of people. Thus, building resilience of people, priority sectors, infrastructure, and establishments cross-cutting sectors/themes over climate change effects, within a broader framework of sustainable development remains the country’s priority.
The revision of the NAP 2016-2025 will address information, policy and governance, institutional and coordination, resource mobilization, and gender mainstreaming gaps that are on its way for the country to achieve climate resilience. Existence of these gaps lead to risks and vulnerabilities in all sectors at national and subnational levels. The country would require development of short and mid-term projects and long-term programmes to enhance resilience to climate change disasters and their impacts to face new normal due to global warming.
The NAPRS Project revising the NAP 2016-2025 will complement the interventions of the Climate Change Secretariat of the Ministry of Environment in resilience building by the development of short and mid-term national and subnational projects across vulnerable sectors. Apart from this, the NAPRS project will facilitate promotion of scientific research related to climate change adaptations in Sri Lanka.
The National Planning Department (NPD) of Ministry of National Policies and Economic Affairs is currently responsible for strategizing development project, while engaging in policies and programme development to align resources to specific needs and priorities of the country. Appraisals of projects are performed via presentation of data, information and details in a standard template to the NPD for approval before commencement of activities.
Given the emergence of the global warming, the need for climate change adaptation is a national priority. The adaptation interventions would require mobilizing national and international financial resources towards building forward better. The NAP 2016-2025 has recognized creating a National Adaptation Fund (NAF) with the collaboration of the Ministry of Finance to support the implementation of resilient building activities within the nation.
Strategizing to establish the National Adaptation Fund (NAF), the NAP 2016-2025 has also set sight on developing a coordinated multi-disciplinary small research grant programme on thematic areas relating to climate change adaptation. This will be facilitated by the CCS in close coordination with the national research support agencies: National Science Foundation (NSF), National Research Council (NRC), and the Sri Lanka Council for Agricultural Research Policy (SLCARP), to establish a National Climate Change Adaptation Research Fund (NCCARF). The proposed NCCARF will be a window within existing research funds pooled from afore stated NSF, NRC and SLCARP to support the monitoring and evaluation of the effectiveness of adaptation intervention. This in turn would contribute to recommendations and evidence based decision making towards optimizing resilience building in the country.
While strategizing resilience building at national scale and promoting adaptation research, the project would establish 9 functional Provincial Climate Units (PCUs) integrating subnational thematic sectors (vulnerable to climate change) through 9 Provincial Climate Cells (PCCs). The PCUs will develop 9 concept proposals for GCF investments as a strategy to scale up and sustain their future operations and subnational resilience building.
The Project Development Specialist (International) will engage in improving and building climate change resilience perspectives to development project appraisals of NPD, while further developing a strategy for the country to establish a dedicated funding facility to support adaptation research within existing research funds under the GCF funded NAPRS Project implemented by GGGI in partnership with the Climate Change Secretariat of the Ministry of Environment of Sri Lanka.

The Consultant shall report to the NAP Team Leader of basis on the progress of the assignment. Further, the Consultants would require providing the NAPRS Project with accurate references and citations including softcopies, hardcopies (otherwise photocopies) of reference materials.
