Are you an experienced Budget support specialist?  If so, this position offers you a unique opportunity to support the NATO Alliance at its Joint Forces Command In Norfolk, Virginia.

Post Context

The Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the SACEUR.

The Command Group (CG) supports the Joint Force Command Norfolk Headquarters Commander (JFCNF HQ COM) in his involvement in all issues requiring a decision/recommendation.

The Command Advisory Group (CAG) provides general staff support, coordination, management, administrative service, and specialists’ advice to COM JFCNF and each office has direct access to the Commander.

The Office of the FINCON is COM JFCNF’s principal financial advisor.

The He/she is responsible for the collection and analysis of organisational requirements and preparing these to be funded.

Reports to: Director of Finance J8

Principal Duties:

 His/her duties are:

1.             Executes administrative functions and coordinates activities and tasks within the Budget Branch in conjunction with the Staff Officer (Budget).

2.             Supports the Staff Officers (Budget) in the execution of budget activities and during the screening/approval process of the budget estimates and supports the provision of budget data support to all Staff Officers (Budget) and the Branch Head.

3.             Executes budget analysis, statistics and budget execution data related to the HQ and operational budgets including complying agency and supplier execution data.

4.             Supports the Staff Officers (Budget) in control functions during the management of the allocations of the military budget.

5.             Compiles financial data analyses resulting from requirements submitted in preparation of the resource plans.

6.             Assists Divisional/Directorate Fund Managers in their assigned tasks and acts as Fund Manager as requested for different Divisions:

a.             managing specific allocations of funds from assigned budgets;

b.             advising on funding and related requisitions;

c.              managing funds through the financial information system FINS for official accounting purposes;

d.             responsible for verification and financial approval of initiating requisitions as formal approved requisition for which the acquisition can immediately start;

e.             ensuring that the assigned budgets are developed and justified for the following fiscal year, and that current fiscal years are executed in accordance with the budget allocation and plan;

f.               reviews, coordinates and submits end-of-year accrual accounting;

g.             ensures a close relationship with relevant stakeholders to communicate routine and emerging budgetary requirements.

7.             Supports deployed budget staff towards achievement of assigned tasks, the development of budget statistical analyses and the preparation of reports the higher headquarters.

8.             Supports the process that leads to the proper use of allocated international funds in accordance with the guidance and rules and regulations from NATO financial bodies.

9.             Prepares maintenance of accounts and statistics as required by the Staff Officers (Budget), Branch Head, Finance Directorate/J8 (FD/J8), and HQ Chief of Staff.

10.          Proactively participates in defining, mitigating and managing the risks within the functional area of responsibility in the Finance Directorate/J8 and actively contributes to implement and maintain the internal control framework of the Finance Directorate/J8.

Special Requirements and Additional Duties

1.             He/she may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

2.             He/she may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

3.             May be required to deploy in support of NATO Exercises.

Essential Qualifications

1.             Minimum experience of 4 years in the field of budget administration, financial management or accounting.

2.             Professional experience in finance and budget in a technical position.

3.             Experience in operation of the NATO financial system or similar automated accounting software base on Oracle Financials.

Language

English – SLP 3322 – (Listening, Speaking, Reading and Writing)

Desirable Qualifications

a. Professional Experience

1.             Experience in analysing financial data for military missions.

2.             Experience in operating automated accounting system(s).

3.             Experience as Budget Assistant in NATO or other international or national organisation.

4.             Experience with the NATO Automated Financial System (FinS) and/or Oracle Financials.

5.             Demonstrable experience in financial analysis and statistics.

6.             Membership of a national or international professional body in the field of business or finance.

7.             Demonstrable knowledge of computerised financial systems design and operation.

8.             CNAFS/FinS Purchasing training.

Attributes/Competencies

Personal Attributes:  Must have demonstrable analytical skills developed from a broad experience in NATO budget, finance and funding in order to provide analyses appropriate to the achievement of objectives to ensure a successful implementation of efficiency measures on a mid and long term perspective.

Managerial Responsibilities: No Line Management Responsibilities.

Professional Contacts: The position involves professional contacts with managerial counterparts in NATO and with Agencies. Due to the nature of this post, the incumbent has frequent internal and external contact including co-ordination with senior civilians and military typically at OF4 level.

Contribution To Objectives: The successful management of budgetary resources is considered vital to the achievement of the objectives and mission of the HQ.

Security Clearance

The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.

Work Environment

He/she will normally be required to work in a normal office environment.

Contract

·       This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

·       Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
