JOB DETAIL

  Staff Assistant (Finance) NATO grade 8

  1. Post Context:
    The Budget & Finance Branch is responsible for all matters relating to Budget & Fiscal, Disbursing & Treasury, and Purchasing & Contracting.
  1. Reporting Lines:
    The incumbent reports to the Section Head (Budget & Fiscal).
  1. Principal Duties:
    The Staff Assistant (Finance) is responsible for:
  • Preparing payments, collections, adjustment vouchers;
  • Maintaining accounting records and producing reports as required;
  • Operating the available Financial System (FinS);
  • Keeping updated NDC suppliers data in the financial system and create suppliers for fiscal Purchase Orders (POs); inserting and managing vendor’s banking details in the system and initiating payment processes in the financial system (FinS); creating and modifying Fiscal POs in coordination with the Staff Assistant (Budget & Fiscal); applying weekly NATO exchange rates to Fiscal Section’s working files and databases;
  • Providing support to Disbursing Section for collections/payments during major events at NDC;
  • Acting as finance officer for out-of-area activities when required;
  • Coordinating with other NDC administrative staff financial activities associated with courses, conferences, seminars and other events;
  • Producing reports on Outreach activities and specific breakdown of expenses / collections to Partner Nations as required;
  • Providing information and instruction to subsidized Course Members both in collective and individual sessions as required;
  • Performing administrative and clerical tasks, maintaining registers, filing correspondence and documents, drafting routine letters and memos, making arrangements for meetings and keeping records as required;
  • Preparing and processing travel orders for all NATO duty travel, making travel reservations and providing tickets to personnel authorized to travel on NATO duty in the absence of the Staff Assistant (Travel) or when directed by the Section Head;
  • Managing direct procurement of mission-related services in the absence of the Staff Assistant (Travel) or as authorized by the Section Head.
  1. Special Requirements and Additional Duties:
    The incumbent may be required to perform additional related duties.
  2. Essential Qualifications:

Professional/Experience:  Previous experience of at least two years in the accounting & finance area. Ability to operate ADP financial                             systems. Good knowledge of Microsoft Office Application Suite.

Education/Training: Higher secondary education in accounting or equivalent.

Language Requirements: English SLP 3333 – STANAG 6001

  1. Desirable Qualifications:
    a. Professional/Experience: Certified knowledge of IPSAS (International Public Sector Accounting Standards) / IAS (International Accounting Standards) / previous working experience in an international environment.   Certified Courses / Training with Oracle Financial Platforms.

Language Requirements: Italian SLP 2222 – STANAG 6001 and working knowledge of French.

7. Personal Attributes: Cooperative attitude and capability to prioritize different tasks.

Managerial Responsibilities:  Provide advice on subsidization-related matters to the Course Members, Budget and Finance Branch and other                    NDC staff.

Professional contacts: Contacts with subsidized Course Members. Internal contacts with staff for activity coordination.

Contribution to the objectives: Provide support to financial activities and ensures efficient use of resources in the mission area.

Work Environment:  Normal working environment, with the need to operate under pressure /with urgency in certain circumstances.

8. Remarks: Security Clearance: NATO Secret
9. Contract: Serving NATO civilian staff will be offered a contract according to the NATO Civilian Personnel Regulations.
Newly recruited staff will be offered a definite duration contract of normally 2 plus 3 years in duration and followed by an indefinite duration contract.
If the successful applicant is seconded from a national administration, he/she will be offered a two year definite duration contract which may be                 renewed for a further period not exceeding six years and/or the length of the approved secondment.
Applications from NATO redundant staff members of the same grade will be considered according to the terms of art. 57.2, Chapter XII to                          NATO Civilian Personnel Regulations.

10. Additional Information:
Appointment will be subject to receipt of a Security Clearance (provided by the national authority of the selected candidate) and approval of the candidate’s medical file by the NATO Medical Adviser.
