Duty Location: Headquarters Allied Joint Force Command Naples, Italy

 

1.  POST SUMMARY

The Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.  As a Joint Force Command, the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.  It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters

The Management Directorate integrates, coordinates and implements services and activities to support, facilitate and contribute to the full JF HQ mission spectrum.

The Base Support Group is responsible for the Real Life Support (RLS) of the HQ and its staff (including families).

The Base Support Management Branch provide internal management to include planning, coordination, overview and evaluation of JF HQ base operations in support of JF HQ and collocated NATO entities.

Base Support Group is responsible for provision, management and co-ordination of all support services that ensure the effective operation of HQ and supported entities. Also liaises with HN authorities on all support matters. The Base Support Management Branch provides internal management to include planning, coordination, overview and evaluation of HQ base operations in support of HQ and collocated NATO entities. Provides administrative and logistic support services to the HQ and supported elements. Responsible for the overall planning, coordination, overview and evaluation of all matters concerning International Funds. Responsible for the provision of linguistic services.

The Reprographic Section is responsible for the overall management, coordination and provision of all reprographics services provided to the HQ and supported elements. Within the Section, and under the supervision of the Reprographic Section Head, the incumbent coordinates the daily tasking for a team of operators in their performance of duties related to the production, duplication, finishing and distribution of documents and printed matters. S/he will seek high-quality work and the proper execution of the tasks. Additionally, in collaboration with the Reprographic Section Head, s/he monitors stocks of consumables and ensures regular maintenance of the printing and finishing equipment.

The incumbent deputizes for Section Head (Reprographics Services) (OJS ZSMR 0010).

This post reports to: OJS ZSMR 0010 – Section Head (Reprographics) – OR-9.

 

2.  DUTIES

The incumbent’s duties are:

Support Section Head in categorizing and prioritizing duplication activities.

Manage the production equipment by organizing maintenance operations and monitoring the stock. Maintains contact with local companies and suppliers of printing/reproduction equipment and servicing when required.

Provide professional inputs to the Section Head to order the proper machinery, hardware, software packages.

Supervise operation and maintenance of all printing, reproduction and graphic equipment including hardware and software.

Monitor processes to ensure high quality work within given deadlines.

Report on any problems encountered. Identify and implement process improvements with the Section.

Support the Section Head in the preparation of annual budgets for equipment and supplies.

Design visions to improve printing, reproduction and graphical operational capabilities; introduces new procedures and ensures their implementation.

Stay abreast of professional developments in the printing and finishing fields, and make relevant recommendations to the Section Head.

Manage a proper reprographics training programme for the Section’s staff.

Supervise all printing, reproduction and graphical works to ensure that the highest quality is always achieved; bearing in mind the equipment and work force capabilities

Perform any other related duty assigned.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days.

3.  QUALIFICATIONS AND EXPERIENCE

 Essential Requirements

Higher Secondary education and intermediate vocational training  which might lead to a formal qualification with 3 years’ experience, or a Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.

Have experience and in-depth knowledge of the processing of digital documents, digital printing of high-volume networked printers and finishing on this type of equipment, as well as traditional finishing techniques (stitching, stapling, folding);

Have experience in managing consumables and in the maintenance of printing equipment;

Have a good knowledge of modern duplication machines (e.g. high-volume photocopiers), their operation and capabilities.

Have a thorough knowledge of all processes involved in graphic design.

Have supervisory experience in a reproduction establishment.

Have already worked and coordinated an operational team, under tight deadlines.

Must have an English Standard Language Proficiency level of ““professional” in Listening and Reading and “functional” in Speaking and Writing (SLP 3232 based on NATO standards).

Knowledge of Italian Language is required.

Desirable Requirements

All activities involved in common process reproduction and printing services; includes assembly, binding, cutting and stapling, lettering, painting, drawing and photography.

Knowledge of NATO document handling and relevant procedures.

Previous experience in a Reprographic Section in an international organization and/or large NATO or EU Headquarters.

Good knowledge of rules and procedures relevant to administration.

Good knowledge of NATO security regulations.

Awareness of Quality Management Systems.

Italian Standard Language proficiency level of “functional” in listening, reading, speaking and writing (SLP 2222 based on NATO standards).

4.  POSITION AND CANDIDATE PROFILE

Personal attributes

The incumbent is part of a team. S/he reports to the Reprographic Section Head. Deputizes the Section Head when the latter is absent. He/she must show initiative, and be able to work along general guidelines or directives without detailed guidance or instructions. Self-confidence, initiative and good judgement are essential in this position, as are technical skill, creativity and the ability to follow projects through to completion. Must be able to identify and react quickly to critical tasking and determine which issues to refer to supervisor. Must be flexible and adaptive, using own judgment and initiative to find solutions to complex requests. Must be capable of handling details.

Professional contacts

Regular contact with HQ staff members. Offers advice on procedures and provides suggestions on work orders.

Contribution to the objectives

The incumbent provides significant support to the Command in the form of support for briefings, conferences and exercises. Ensures the most effective support for high-level visits and conferences. Performance may have an impact on the image of the headquarters.

5.  CONTRACT 

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.  NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs). 

The basic entry-level monthly salary for a NATO Grade G10  in Italy is Euro 4,054.59 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
