Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).
The Management Directorate enables the full range of HQ functions through the coordination of services and activities.
The Base Support Group (BSG) is responsible for the coordination of base support operations for JFCBS and collocated entities.
The Infrastructure, Storage and Supply Branch is responsible for managing engineering, infrastructure, maintenance and supply functions for JFCBS and supported elements.
The Infrastructure Management Section provides oversight of conference services, engineering and maintenance functions, including civil works and utilities procurement.
The incumbent is coordinating the project team and ensuring the prioritisation of work, assignments of shared human and material resources, and ensuring standards and requirements from HQ are being maintained and delivered. Managing priorities for the team to provide capacity to surge on urgent requirements while maintaining a consistent delivery of large and small scale projects within the BSG area of responsibility on time and within budget.
The SA (Lead Project Supervisor):
The incumbent’s duties are:
– Acts as work coordinator for the project team comprising CIV and MIL staff.
– Works with Infrastructure Management (IM) Section Head (SH) to plan workloads and assign tasks and priorities within the project team.
– Attends HQ meetings, as necessary, to report on project progress, budget submissions and received tasking’s.
– Liaises with Host Nation (HN) on the proposed projects to ensure compliance with the agreements, HN policy and avoid conflict of work.
– Agrees the annual package of work to be delivered with the Infrastructure Management Section Head and report regularly on progress.
– Manages the budget and risks for the projects with the Staff Assistant (Finance).
– Ensures all paperwork is submitted in a timely manner for approvals, funding and contracting.
– Works with the project team to develop standard tools and templates to provide a consistent product delivery across the Section.
– Ensures the appropriate level of Project Management and competencies are maintained including recommendations for training and development within the team as necessary.
– Maintains an up to date overview of projects, progress, planning, estimations and priorities to be shared within the Section as a management tool for the work and supervision, and within the HQ for information.
The work is normally performed in a normal NATO office-working environment.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications
– English – good – NATO Standard Language Proficiency 3322
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
– Higher Secondary education and completed higher vocational training in engineering or related field leading to a formal technical or professional certification with 3 years related experience OR Secondary education and completed advanced vocational training in engineering or related field leading to a professional qualification or accreditation with 5 years post related experience.
– Minimum 4 years of experience in a similar Project Team leading/coordinating role within an industrial infrastructure environment.
– Experience working as part of a team comprised of multiple engineering disciplines.
– Minimum of 3 years’ experience in using planning tools and scheduling software
– Minimum 2 years’ experience in managing budgets
Desirable Qualifications
– Dutch language – good – NATO Standard Language Proficiency 2222.
– Proven knowledge of safe working practices in accordance with HN regulations.
– Safety, Health and Environment Checklist (VCA) official certificate for Health and Safety issues, mandatory for personnel supervising engineering projects.

· Ability to collaborate and work with different stakeholders;
The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NIC Staff the stipulations on contracts in the NCPRs will be respected.
