POST CONTEXT

Headquarters Allied Maritime Command is the Maritime Theatre Component Commander delivering 360 degree maritime focussed awareness and connectivity while planning and commanding the full range of maritime operations.

The Support Directorate directs the delivery of operational support functions and activities.

The N4 Division directs, coordinates, supervises, plans and conducts maritime logistics in current for future operations and exercises.

The Military Engineering Branch is the lead Military Engineering advisor for the Maritime domain.

The incumbent is the functional expert for all Logistics Functional Area Services (LOGFAS) M&T and NATO Core GIS software tools; providing products to the operational planners and transferring the RMILENGP into the appropriate database as the ArcGIS desktop software.

DUTIES

The incumbent’s duties are:

Planning, M&T and building force profiles and holdings for upcoming operations and exercises.

Inputs, maintains, updates and also design and develop M&T LOGFAS / LOGFAS databases and NATO Core GIS MILENG products.

Creates Logistic/MILENG reports when required using LOGFAS data and other databases.

Verify data with data providers (national and NATO) as it relates to intra-theatre movement.

Assist with the interrogation of software in response to staff requests.

Ensure GEOLOC data corresponds with Country Catalogues information.

Maintains and updates theatre transportation routes, schedules and movements.

Assists the HQ staff with data for the planning, execution and reporting of MILENG activity, transferring the RMILNEGP into the appropriate database.

Assist with implementation of movement planning / execution tools in the OAR.

Interact with TOPFAS Functional Manager within MARCOM HQ.

Provide recommendations to the movement and operations planning staff on deployment plans.

Provides advice on LOGFAS/LOGFS and NATO Core GIS issues.

Be prepared to act on a 24/7 basis during exercises, crisis, and operations when augmented.

Submits observations in his/her area of expertise and contributes to the Lessons Learned process.

SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO’s boundaries for up to 183 days in any period of 547 days.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

QUALIFICATIONS AND EXPERIENCE

Essential Professional Experience

    1. Maritime Logistics Military Engineering

Activities that provide maritime support to a deployed Multinational Maritime Forces (MNMF). This has two facets, namely shore support and afloat support. Afloat support is the responsibility of the commander at sea who controls all assigned logistic assets in the afloat force. Shore support encompasses the Logistic activities in direct support of an MNMF. To ensure the appropriate focus, the shore support organization must be responsive to the afloat commander’s requirements. The fundamental precept of the maritime Logistics support concept is to provide shore-centralised distribution and support sites to the units at sea.

Experience

– At least two years’ experience with LOGFAS or similar software.

– Experience in Logistic and spatial analysis.

    1. 5MR – Military Engineering

ILENG is a function in support of operations to shape the physical operating environment. MILENG as a function is coordinated by a military engineering staff. MILENG is an inherent aspect of each joint function; at all levels of command, in any mission, campaign or operation, and in all phases. It achieves the desired objectives by enabling or preventing manoeuvre or mobility; developing, maintaining, and improving infrastructure. MILENG incorporates areas of expertise such as engineering, Explosives Ordnance Disposal, Environmental Protection4, military search and management of infrastructure, including contracted civil engineering. MILENG also makes a significant contribution to Countering Improvised Explosive Devices5 (C-IED), protecting the force; and providing life support.

Experience

– Knowledge of exporting and importing geospatial data to/from a variety of supported formats.

Essential Education/Training

Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience.

Essential Language

English – SLP 3322 – (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Professional Experience

Information technologies applied to collection and management of M&T data and reports.

Qualified and experienced in M&T reporting policies, concepts and procedures.

Symbolizing and labeling digital geographic data.

Create and print basis digital map layouts and perform basic vector data analysis.

Knowledge of different types of geodatabase and geodatabase objects.

Use geodatabase subtypes and domains for geospatial data modelling.

Knowledge of producing and publishing specific geo products.

ATTRIBUTES/COMPETENCIES

Personal Attributes: The incumbent will need to display a high degree of professional and technical expertise in performance of his/her technical duties. The incumbent must show initiative and judgements in dealing with a wide variety of issues. Solve spatial problems with query and analysis. Must be a quick thinker, able to handle last minute requests. Uses own initiative to propose solutions for unexpected problems and determine which issues to refer to the Chief. Must be capable of handling details.

Good health, stress tolerance, ability to travel and work long hours when required.

Professional Contacts: Contacts with movement planners and LOGFAS M&T software operators at other NATO HQs, committees, agencies and operational HQs in ongoing operations. Contacts with movement planners within his/her division as well as operational planners at the OF4/3 level in N3 Operations Division / N5 Plans Division. Contacts with civil experts at NATO HQ level on availability of transport assets and movement infrastructure. Comfortable in leading small working groups.

Contribution To Objectives: The incumbent will direct impact on the operational an movement planning of MARCOM. Direct impact on the ability of MARCOM to maintain situational awareness on movement activities. Lead small teams analyzing movement planning / execution data. Coaches the staff assistant (admin / IM LOGFAS M&T). Sound judgement and initiative are required in setting priorities within own area of autonomy and in recommending and implementing policy and procedural improvements.

CONTRACT

This post is currently approved for a 2 year duration with the possibility of extending for a 3rd year.

Serving NATO civilian staff will be offered a contract according to the NATO Civilian Personnel Regulations.

Newly recruited staff will be offered a definite duration contract of 2 years in duration which may be extended for a further year.
The basic entry-level monthly salary for a NATO Grade 12 in the UK is £4,462.34 (tax free) which may be augmented by allowances based on the successful candidate’s eligibility.
