Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).
The Management Directorate enables the full range of HQ functions through the coordination of services and activities.
The Base Support Group (BSG) is responsible for the coordination of base support operations for JFCBS and collocated entities.
The Infrastructure, Storage and Supply Branch is responsible for managing engineering, infrastructure, maintenance and supply functions for JFCBS and supported elements.
The Infrastructure Management Section provides oversight of conference services, engineering and maintenance functions, including civil works and utilities procurement.
The incumbent is responsible for the long-term planning for the Section, reviews all current and new Headquarters (HQ) and Allied Command Operation (ACO) documents that may influence change requirements, assists in funding applications for new projects and maintains the relevant Directives.
The Staff Assistant (Long Term Infrastructure Plan/Future Plans):
The incumbent’s duties are:
– Works with other Divisions within the HQ to identify future requirements and modify the long-term planning as necessary.
– Reviews NATO policy to ensure that the appropriate level of functionality is provided for or planned as future works within the built infrastructure.
– Liaises with Host Nation (HN) on the future plans for the location and options appraisals for proposed projects.
– Reviews requirements specifically connected with NATO 2030 Agenda and assess where change is required through engineering support.
– Develops the paperwork to initiate projects to a level where they can quickly become building projects to reduce the delay between operational need and delivery time.
– Ensures HN are notified of planned / proposed changes in accordance with the Technical Arrangements.
– Reviews proposals from outside Infrastructure Management Section (IMS) for requirements in regard NATO policy, Directives and 2030 Agenda and update the workflow as required to incorporate requirements that meet the approved standards.
The work is normally performed in a normal NATO office-working environment.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications
– English – good – NATO Standard Language Proficiency 3322
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
– Higher Secondary education and completed higher vocational training in engineering or related field leading to a formal technical or professional certification with 3 years related experience OR Secondary education and completed advanced vocational training in engineering or related field leading to a professional qualification or accreditation with 5 years related experience.
– Minimum 4 years of experience in a similar position within an industrial infrastructure environment.
– Experience working as part of a team comprised of multiple engineering disciplines.
– Minimum of 4 years’ experience in using planning tools and scheduling software
– Minimum 2 years’ experience in strategic planning – interpretation of customer’s requirements, goals and objectives in prioritisation of planning and project solutions.
Desirable Qualifications
– Dutch language – good – NATO Standard Language Proficiency 2222.
– Proven knowledge of safe working practices in accordance with HN regulations
– Safety, Health and Environment Checklist (VCA) official certificate for Health and Safety issues, mandatory for personnel supervising engineering projects.

The successful candidate possesses following competencies/personal attributes:
· Very good communication skills, both oral and written – able to communicate at all levels;
· High level of organizational skills such as planning and coordination of on-going work streams;
· Very good interpersonal skills including tact and diplomacy;
· Ability to collaborate and work with different stakeholders.
The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NIC Staff the stipulations on contracts in the NCPRs will be respected.
