This is a project linked requirement in support of the NATO 2030 agenda to be filled as soon as possible after 01 September 2023.
In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for project linked employment ASAP. In practice, this implies being in possession of a valid security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. The Human Resources Management Division is responsible for the provision of consistent, effective, and efficient Manpower planning, Civilian and Military Personnel management, and Talent Management, including the management of the NAEW&CF external training for military and civilian personnel, by developing and implementing policies, programs, and services that support the goals set by the NAEW&CF Commander and/or Chief of Staff (COS). The Division manages the Central Processing Centre of the NAEW&CF and advises on and promotes NATO’s policies on gender, diversity and inclusion.
The Civilian Human Resources Management Branch provides and executes all aspects of Human Resources Management for civilian personnel employed by NAEW&CF.
The incumbent is responsible for the efficient execution of all aspects of the recruitment and security programme for NATO International Civilians (NIC) and Local Wage Rates (LWR) personnel.

THE ROLE
The incumbent’s duties are:
- Supporting all relevant recruitment/selection actions, to include:
- Briefing applicants on the possibilities of employment;
- Advertising vacant posts;
- Chairing and organizing Civilian Personnel Selection Boards (CPSB) for NIC and LWR posts;
- Coordinating and supervising the testing of candidates;
- Ensuring that selected candidates are medically examined and security cleared before appointment;
- Monitoring and processing the initiation/revalidation of civilian personnel security clearances for selected candidates and all assigned NIC/LWR Personnel;
- Liaising with medical service provider for the applicants’ medical examination and follow-up for the results;
- Managing the recruitment database;
- The efficient organization, operation and maintenance of the Section’s databases and filing systems;
- Independently providing detailed answers to specific questions related to the activities of the Section;
- Drafting, editing and typing correspondence and forms and reviewing final product for proper format, spelling and grammatical accuracy;
- Reviewing and processing incoming/outgoing mail;
- Establishing and maintaining contacts with national/international authorities;
- Compiling and preparing statistical and other information;
- Monitoring suspenses;
- Operating all types of standard office equipment;
- Applying civilian personnel policies and directives in relation to all aspect of human resources, as directed;
- Providing general information to line supervisors, when directed;
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Higher Secondary education and completed higher vocational training in human resources management, business administration, law, social sciences, or related field, public administration or related discipline leading to a formal technical or professional certification with 3 years` function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years` post related experience.
- Adequate level of Automatic Data Processing (ADP) systems is essential;
- The work, both oral and written, in this post and in this Headquarters as a whole is conducted mainly in English; Consequently, adequate English proficiency level is required.
THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE
- Knowledge of the Host Nation Language (German);
- Current experience in job advertisement, personnel selection and onboarding procedures;
- Knowledge of common web-based Recruitment system(s);
- Experience in Personnel Administration;
- Professional experience in office/general administration practices;
- Experience in establishing personnel selection criteria;
- Experience in application of German labor law in the area of recruitment;
- Experience in application of NATO Civilian Personnel Regulations in the area of recruitment;
- Professional experience in a clerical/administrative role in an office setting;
- Experience in a military headquarters/international organization;
- Thorough experience in planning, scheduling and monitoring own work competently within limited deadlines and according to relevant legislation, standards and procedures;
- Experience working with private personal information and proven ability to act with integrity and discretion.

CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
SALARY
Salary value indicated in this vacancy notice is based on NATO`s Single Salary Spine scale.
