The focus of this position is to support the development, implementation, monitoring and evaluation of the ECLAC learning and staff development plan, training and learning projects and activities implemented by the Staff Development Unit.

Duties and Responsibilities

Under the overall supervision of the Chief of the Human resources Section and the direct supervision of the Associate Development Officer, the individual consultant will be responsible for the following duties:

• Supports the development, implementation and evaluation of Annual training plan for ECLAC Staff;
• Supports the development, implementation and evaluation of training programmes;
• Research, analyzes and presents information pertaining to training and capacity development needs, gathered from diverse sources.
• Performs logistical support to facilitate training and capacity development workshops;
• Undertakes survey initiatives pertaining training; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and reports/draw conclusions.
• Undertakes outreach activities; makes presentations on assigned topics/activities.
• Performs other duties as required

Qualifications/special skills

• Education: High school diploma is required. Technical or university studies in Human Resources, Education, Psychology, Training or related fields is desirable.
At least three years of experience in training, HR or related areas is required.
Experience in data analysis, survey coordination, monitoring and evaluation is desired.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish is required. Knowledge of another official United Nations language is an advantage.
