Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Plans Directorate is responsible for the development and production of all Concept of Operations (CONOPS) and Operations Plans (OPLANs) within its Area of Responsibility and providing the interface between NATO Command Structure (NCS) and NATO Force Structure (NFS).

The J5 Division develops/revises Concept of Operations (CONOPS) / Operations Plans (OPLANs), leads Joint Operations Planning Groups (JOPGs), coordinates planning with strategic and tactical levels, manages liaising, reviews/implements policies/ concepts and provides planning support for Training & Exercises (TREX).

The Planning Support and Coordination Branch facilitates Operations Planning Process (OPP) by providing systemic analysis capability, revises/coordinates Standard Operational Procedures (SOPs)/ Standard Operational Instructions (SOIs) guiding long-/mid-term planning, manages the Hand-Over/Take-Over (HOTO)-process beyond OPP, assesses Lessons Learned (LL) with reference to OPP, manages Joint Force Command (JFC) / Joint Task Force (JTF) Liaising / CFIT functions, manages Tool for Operations Planning Functional Area Services (TOPFAS), and coordinates OPP-support for Training & Exercise (TREX) support.

The incumbent, with focus on Information Management and the Management of Operational Data, undertakes work as TOPFAS Administrator and Trainer (Operations Planning Tool (OPT), User Management Tool (UMT), Orbat Management Tool (OMT), Systems Analysis Tool (SAT), Campaign Assessment Tool (CAT) and Request For Information (RFI) Tool) in the Planning Support Coordination (PSC) TOPFAS Section, as part of a project team or working group as directed or assigned.

The SO (Administrator Training TOPFAS Planning Support):

– Acts as the JFCBS focal point for all aspects of TOPFAS Implementation and provide corresponding advice, as required, and receive tasking from the PSC Branch Head.

– Contributes to an increased level of readiness of the J5/PSC TOPFAS Section to be able to accurately and effectively support the coordination of the implementation of TOPFAS OPT in the preparation of OPT Plans and the maintenance of TOPFAS OPT competency in JFCBS.

– Contributes to an increased readiness of a JFCBS (Joint War Fighting Headquarters) wide comprehensive TOPFAS implementation by increasing the competency of the basic functionality of TOPFAS OPT, UMT, OMT, SAT, CAT and RFI in the J5/PSC TOPFAS Section.

– Instructs and prepares, maintains and presents TOPFAS OPT, (UMT, OMT, SAT and CAT basic functionalities) course material in JFCBS TOPFAS OPT courses.

– Facilitates cross-functional TOPFAS (complete package of basic functionalities) integration in JFCBS HQ.

– Develops proposals for JFCBS TOPFAS implementation for PSC Branch Head decision and action.

– The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

 The work is normally performed in a Normal NATO office-working environment, occasionally work is performed in a secure office environment with artificial light and air (e.g. Bunker).

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications:

– English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

University Degree and 2 years related experience OR Higher Secondary education and completed advanced vocational training in related field / subject leading to a professional qualification or accreditation with 4 years related experience.

– Experience with activities that involve planning, organizing, directing, coordinating, controlling and evaluating the use of planning tools (e.g. TOPFAS).

– Experience using office communication and information systems.

– Experience in project and program management in a senior practitioner role.

– Experience leading diverse cross-functional teams.

– Experience in transformation management for business change projects.

 Desirable Qualifications:

– Previous major staff experience in a joint or combined staff in a large HQ, Joint Command, NATO HQ or MOD.

– Experience working directly with senior leadership.

– Lead expert capable of populating a plan in TOPFAS OPT with operational planning data and document handling.

– Relevant TOPFAS or similar system courses.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NIC Staff the stipulations on contracts in the NCPRs will be respected.
