Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Finance Directorate (J8) is responsible for all financial operations and correct application of all funds approved for use by JFCBS.

The Budget Branch is responsible for the full spectrum of budgeting activities in support of the JFCBS and its supported entities as well as in support of operations (including Allied Operations & Missions (AOM) and exercises. The incumbent is responsible for the preparation of annual budget estimates, trimester reporting and for the provision of budget analysis and statistics.

The Staff Officer (Budget Analyst)

– Supports the Branch Head during the screening/approval process of the annual budget estimates.

– Coordinates and directs budget analysis and the generation of statistics and budget execution data related to the HQ allocated budgets as Budget Holder or through budget delegation, including compiling NATO Agencies and supplier execution data.

– Supports the Branch Head in HQ advisory and control functions during the management of the allocations of the military budget.

– Provides, compiles and analyses the financial data resulting from requirements submitted in the preparation of the medium term resource plan.

– Ensures the proper use of allocated international funds in accordance with the guidance and rules and regulations from NATO financial bodies.

– Acts as primary or alternate HQ/Mission/Operation or deployed budget officer during extended periods of absences or vacancies as directed. During these periods, the incumbent directs in part or in full the management, control and monitoring of the execution relevant budget or budget part, including determination and initiation of corrective action as required.

– Prepares, manages and controls the maintenance of accounts and statistics as required by the Budget Branch Head.

– Coordinates activities and tasks within the Budget Branch as directed by the Budget Branch Head.

– Proactively participates in defining, mitigating and managing the risks within the functional area of responsibility in the Finance Directorate/J8 and actively contributes to implement and maintain the internal control framework of the Finance Directorate/J8.

– Has legal accountability for financial arrangements

– Has functional area decision authority.

– The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Special Requirements

The work is normally performed in a normal NATO office working environment.

Normal Working Conditions apply. The candidate has to be deployable.

The employee may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days of duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian (NIC) staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Required Qualifications

– University Degree in finance, accounting, business administration, economics, public administration or related field/discipline OR Higher Secondary education and completed advanced vocational training in related field / discipline leading to a professional qualification or professional accreditation.

– Experience performing all activities involved in budget execution; funding control and evaluation; budget analysis and the furnishing of budgetary advice and statistical analysis.

– Minimum eight years of progressively responsible experience in finance, administration, budget, business administration or related area.

– Extensive experience operating computerised Enterprise Resource Planning financial systems (Oracle Financials or similar ERP).

– Extensive experience in financial analysis and statistics with a proven ability to research, analyse and synthesise information; interpret data; retrieve information from Oracle Financials or other similar databases and clearly and concisely prepare results.

– Excellent spreadsheet design and manipulation skills with a proven ability to quickly develop effective understandings of logical accounting data structures and data inter-relationships to effectively evaluate and make recommendations on process/system controls.

– Proficient in Word and Power Point presentation software.

– English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

– Experience with the NATO Financial System (FinS).

– Experience as manager or team leader.

– Experience as Budget Officer in NATO or other international or national organisation.

– Experience in interpreting, planning and forecasting financial requirements for military missions.

– An advanced University degree or post-graduate diploma in management information systems, accounting, economics, finance, business administration, management or related field.

The successful selected candidate needs to complete a NATO medical examination and have a NATO security clearance before an employment offer will be released.

The medical examination will take place with our medical consultant and is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO’s areas of operation.
