ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.
The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include but are not limited to; long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.
The Strategic Foresight Branch conducts strategic foresight and operational framing to identify trends and associated defence, security and military implications that support the Allies gaining shared understanding of the future security environment. The Branch provides analysis of trends, including corresponding interactions/convergence that may cause instability situations, as well as resulting challenges and opportunities.
The SF Branch is comprised of two sections: the Strategic Trend Analysis Section and the Strategic Military Implications Section, along the lines of the two main deliverables, the SFA and FFAO.
He/She is the China Strategic Analyst within the Strategic Foresight Branch.
Reports to: Section Head (Strategic Military Implication)
Principal Duties: His/Her duties are:
a. Provide the required analysis on all tasks assigned to the capacity, ensuring the continuity of the cross-function support within ACT. As such, maintain a strong awareness of China domain through research and develop reports, briefings, papers, or other deliverables that contribute to a better understanding of China.
b. Develop and maintain a China and Asia-Pacific community of interest for ACT within NATO and with broader relevant parties, including IOs, NGOs, think tanks, academia and industry regarding existing and emerging strategic issues.
c. Assist the SF capacity officer in the review and coordination of the PoW especially regarding the management of taskers in Tasker Tracker.
d. Manage and update the web pages established to ensure ACT work on China is provided to NATO entities and allies and follow up on their additional requirements.
e. Support/provide input to workshops to develop and then update the shared baseline analysis.
Essential Qualifications
a. University Degree in political science, public administration, international relations or related discipline and 2 years of functional experience.
b. Demonstrated expertise on China (essential) and the Asia-Pacific (desirable) through former position for at least 2 years; or minimum of two published works in the last 10 years.
c. Experience living, working or studying in China or close related Asia Pacific country.
d. Produced published studies demonstrating knowledge of Chinese political / geopolitical, human, economical, technological and environmental issues.
e. Demonstrated more than 3 years of experience in corporate, government, or academic environment in analysis in the area of international relations and security studies.
f. Strong English-language writing, communication and interview skills, and strong attention to detail
g. Knowledge of open-source information sources and excellent internet research skills
h. Self-starter and ability to excel in a fast-paced, dynamic environment.

Attributes/Competencies
Managerial Responsibilities: He/She may be responsible for contractors and or ad hoc project analyst teams. He/She will be expected to manage and plan daily/weekly work within set broad direction and guidance.
Professional Contacts: He/She will have extensive staff contact across the HQ and externally with other NATO HQs and industry. He/She will represent NATO policy and positions in for a across the Command. May contribute to or be responsible for complete products which may affect training and concepts across NATO.
Contribution To Objectives: He/She will contribute to or be responsible for the analysis of complete products which may affect Enterprise-wide concept development.
Security Clearance
The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
Work Environment
He/she will be required to work in a normal office environment.
Contract
· This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
· Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.
