1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
This post is primarily involved in the formulation of NATO 2030 initiative cyberspace input to Military Advice, Policies, Doctrine and Plans (at the strategic level).
The incumbent will provide Cryptographic Support towards Digital Transformation by developing Cryptographic Strategy and apply Innovation to meet the ongoing Cryptographic Modernisation requirements as well as to support the Data Centric Security analysis and Zero Trust concept facilitating the Digital Transformation.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Manages and updates Cryptographic Modernisation.
2) Provide assistance in planning and implementing Alliance-wide operational contingencies as a result of delays in the delivery of Crypto Modernisation projects.
3) Drafting risk assessments and risk management plans for all Alliance-wide cryptographic issues.
4) Providing assistance in dealing with all domain Cryptographic issues, including training, CONOPS, key management to support multi domain operations at the 7 Joint Defence Operational Areas according to the Deterrence and Defence in the Euro-Atlantic Area of Operations (DDA concept).
5) Provide support to ACO on various Crypto Modernisation related activities.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Minimum of 5 years’ experience within military CIS delivery, CIS sustainment, cybersecurity, or cyber defence.
2) Minimum of 2 years’ experience in NATO CIS or cyberspace domain.
3) Minimum 2 years’ experience in NATO or national military crypto.
2. Education/Training
University Degree in information Technology and management, management information systems, computer science, business administration, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
1. Professional/Experience
1) Experience and knowledge of NATO cryptographic issues
2) Experience as a Crypro custodian
3) Experience within J2 functions
4) Experience in providing CIS support in military operations
6. ATTRIBUTES/COMPETENCIES
1) Personal Attributes: Self-starter; Organised and skilled in documenting and expressing complex interoperability arrangements.
2) Professional Contacts: Maintains liaison with the NATO and ACO innovation and cryptographic communities. Maintains coordination with the NATO 2030 task force. Provides representation to MC WG (CIS) for matters affecting innovation, CIS coherence, change and interoperability regarding the cryptographic area of expertise. Provides liaison with various NATO 2030 planning groups located within the C3B substructure.
3) Contribution To Objectives: As the ACO cryptographic innovation representative to the NATO 2030 progressing activities (such as CapDev, budgeting, OPEX, etc.) the incumbent will have a key supporting role in liaising with the various bodies and groups pursuing innovation and EDT’s in cryptographic area whilst on a continuing path for digital transformation of NATO.
