General Background:
The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

Post Context
The J3 Division acts as NATO Communications Information Systems Group’s (NCISG) Tasking Authority, central single point of contact for NCISG operational and technical matters, while maintaining situational awareness and Command and Control/Operational Control over NATO Signal Battalion Operations.
The Deployable Communications and Information Systems Operations Branch coordinates and executes tasking authority in support of operations, missions and exercises.
The incumbent is a DCIS staff officer in the Operations Branch. As such s/he is responsible as Project analyst to support the planning for Capability Integration and Service Transition of DCIS and to plan/ support user acceptance of the capabilities for DDA transition.
Principal Duties
The incumbent’s duties are:
1) Perform analysis on NCISG’s role to support the implementation of DDA and relevant NATO 2030 initiatives to ensure effective deployable CIS capabilities to enable deployed commander’s C2 for the full spectrum of NATO operations, as well as CIS service support to operations and exercises.
2) Develop NCISG J3 concepts and policies concerning NCISG’s role to support the implementation of DDA and relevant NATO 2030 initiatives.
3) Develop policy and doctrine to reflect new operational requirements with increased readiness and deployability.
4) Monitor the progress of the J3 Strategic Initiative, establish Key Performance Indicators, and create Divisional Tasks/Sub-Tasks List for the fulfillment of J3 Strategic Initiatives (SIs), using a SMART approach.
5) Integrate and support the Crisis Management/Readiness function within the DCC, making sure that crisis procedures are followed, and updating them as required in accordance with the requirements in support of the DDA and NATO 2030 initiatives.
6) Perform in-depth analysis of Information Exchange Requirements (IER) to validate all operational support requirements between NCISG HQ, other NATO Commands, and NCIA in operations and exercises for DDA and NATO 2030 initiatives.
7) Support the development and the implementation of NCISG HQ Risk Management policy for DDA and NATO 2030 initiatives, providing risk analysis and assessment against J3 Strategic Initiatives and Tasks, in support of NCISG CG.
8) Contribute to the development and implementation of new Directives, Standard Operating Procedures (SOPs), and Operation Instructions (Ols) that apply to the HQ, and the tactical structure (NSBs and DCMs) for DDA and NATO 2030 initiatives.
9) Follow-up Tasks and Sub-Tasks execution define deliverables and set up milestones and realization dates for DDA and NATO 2030 initiatives.
10) Coordinate with NCISG Divisions and NSBs to support operational tasks for DDA and NATO 2030 initiatives.
11) Coordinate, control and track all J3 activities concerning current NCISG operations, missions and exercises towards development of DDA and NATO 2030 initiatives.
12) Analyze external activities required to restore or improve CIS performances to minimize the adverse effect of incidents and problems and proactively prevent the occurrence of problems and errors for DDA and NATO 2030 initiatives.
13) Support the J3 Division and Branch Heads in the execution of CIS operations management, planning and internal tasking for DDA and NATO 2030 initiatives.
14) Work with Exercises Branch to document and produce tasks, injects and best practices for group operationalization for DDA and NATO 2030 initiatives. Works under broad direction with full accountability for own work or projects and supervisory responsibilities. Work is often self-initiated or assigned in the form of objectives.
15) Collect and provide feedback regarding assessment of fielded DCIS capabilities for DDA and NATO 2030 initiatives.
16) Support non-routine and higher-level CIS operations and CIS operations issues.
17) Contribute to the development of the NCISG business processes and procedures and management plans for DDA and NATO 2030 initiatives.
18) Attend working groups & committees to represent NATO CIS Group coordinated position on CIS support for DDA and NATO 2030 initiatives.
19) Establishes own milestones, sets team objectives and delegates work assignments. Has significant responsibility for the work of others and for the allocation of resources.
20) Action all problem-solving projects as allocated and directed by Division and Branch Heads.
21) Responsible for assigned tasks and projects with regards to results, deadlines.
22) Executes a challenging range of complex professional or technical work activities applying fundamental principles, creativity and innovation in a wide and often unpredictable range of contexts.
23) Provide leadership within the assigned specialist area and advises on available standards, methods, tools and applications in own area of specialisation and make correct choices from alternatives.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

Essential Qualifications
a. Professional/Experience
1) Experience in the operational processes of Command & Control/Operations systems/services.
2) Excellent writing skills and be able to draft clear and concise reports, develop written directives and concepts of operations.
3) Have understanding of, and experience with, NATO CIS or national military CIS, data exchange techniques, computer networks as well as communications and electronics equipment.
4) Good knowledge of system interoperability and network concepts.
5) Possess at least 2 years of relevant work experience.
6) Possess the necessary skills and experience to interact and interface with diverse requirements in a complex work environment.
7) Be proactive in keeping abreast of new technologies and Computer Information System (CIS) equipment, as well as cyber space policy.
8) Keeps skills up to date and maintain awareness of developing trends within the wider occupational field and absorb new information rapidly in order to apply effectively.
b. Education/Training
University Degree in operations research, mathematics, statistics, computer science, information technology or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English – SLP 3333 (Listening, Speaking, Reading and Writing).
Desirable Qualifications
a. Professional Experience
1) Qualified communication and information system officer with previous experience in a J3 Division/branch/operations staff.
2) Practical knowledge of deployable command post operations, mobile communications systems, and routine maintenance procedures.
3) Two years working experience in a CIS Office of an international organization or military Headquarters.

1) Personal Attributes: The incumbent will need to display a high degree of professionalism and technical expertise in performance of his/her duties. The rapidly changing NATO environment and increasingly constrained resource situation creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy, arrive at an adequate conclusion to ensure the adequate execution of tasking authority over NATO CIS Group in support of all NATO operations and exercises. Many of the arising problems will require the ability to exercise excellent judgements to propose solutions based on resources available. The incumbent’s solution of these problems, and his resulting actions, will impact the delivery of DCIS capability to meet SACEUR’s operational tasking. The incumbent must have a strong aptitude for analysis and problem solving. The incumbent works without supervision in accordance with policies and directives, and must possess excellent inter-personal and communication skills, as well as tact, in order to effectively interact with NATO CIS Group Divisions as well as NSB’s to support the operational tasks.
2) Professional Contacts: Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance.
3) Contribution To Objectives: The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
Contract
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
