1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
The J6 Cyberspace Division assures SACEUR’s Mission by providing ACO’s strategic Cyberspace direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities; it exercises strategic oversight of all cyberspace Capabilities and is the senior requirements owner for ACO in the cyberspace domain. Further, supervises the allocation of Static and Deployable Strategic CIS assets and resources (Satellite Communications (SATCOM) Bandwidth, etc.); and manages centralized cyberspace services; the Division supports the development of cyberspace aspects of the input to NATO Policy, capability delivery and interoperability.
The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
This post is primarily involved in contributing to ACO Digital Transformation efforts from a Cyberspace perspective.
The Digital Transformation Staff Officer will be responsible for coordinating and implementing digital transformation initiatives within SHAPE and ACO. This role will require a deep understanding of digital technologies, as well as the ability to identify opportunities for their implementation and integration into current processes. The Staff Officer will also be responsible for communicating the benefits and risks of digital transformation to key stakeholders and supporting NATO 2030 change management efforts. The incumbent will provide Digital Transformation advice in support of alignment of NATO 2030 Digital Backbone efforts with Digital Transformation Implementation within ACO.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Coordinating SHAPE J6 contribution to ACO Digital transformation efforts;
2) Contributing to the development of the Cyberspace aspects of ACO Digital Transformation strategies and policies;
3) Developing and maintaining ACO policies and directives related to ACO Digital Transformation with focus on Digital Backbone implementation in ACO;
4) Identifying opportunities for the implementation of digital technologies, including process automation, data analytics, and artificial intelligence;
5) Develop and maintain a SHAPE J6 digital transformation roadmap, ensuring alignment with the ACO strategic goals;
6) Work with ACO stakeholders to assess the technical impact of digital transformation on current processes and develop plans for implementation;
7) Provide guidance and support for change management efforts related to digital transformation and NATO 2030 Digital Backbone implementation;
8) Develop metrics and reporting mechanisms to track the progress and impact of technology focused digital transformation initiatives;
9) Stay up-to-date with emerging digital technologies and assess their potential impact on the organization;
10) Providing inputs to NATO and ACO policies development linked to Digital Transformation, such as data management, data exploitation and cloud computing policies;
11) Identifying policy gaps linked to ACO Digital Transformation implementation efforts;
12) Coordinating Cyberspace related Digital Transformation efforts with SHAPE divisions, ACO commands, NCI Agency, ACT, OCIO, IS and IMS and other relevant stakeholders;
13) Organize, lead and support coordination meetings on Digital Transformation;
14) Contribute with Digital Transformation related inputs to ACO’s Strategic Management Process, including the identification and monitoring of risks related to Digital Transformation initiatives lead by SHAPE J6;
15) Support resourcing and funding aspects of NATO 2030 and Digital Transformation projects.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
1. Professional/Experience
1) Minimum of 5 years’ experience within military CIS policy, planning, delivery, or CIS sustainment.
2) Minimum of 2 years’ experience in NATO CIS planning at the operational or strategic level.
3) Minimum 2 years’ experience in information and communication technology governance, development or requirements management.
2. Education/Training
University Degree in information Technology and management, management information systems, computer science, business administration, criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
1. Professional/Experience
1) Experience and knowledge of NATO digital transformation
2) Experience in providing CIS support in military operations
3) Experience with operational planning at the strategic or operational level
6. ATTRIBUTES/COMPETENCIES
1) Personal Attributes: Self-starter; Organised and skilled in documenting and expressing complex interoperability arrangements.
2) Professional Contacts: Maintains liaison with the NATO and ACO Cyberspace, innovation and Digital Transformation communities. Maintains coordination with the ACO NATO 2030 POCs. Provides liaison to various capability teams located within the C3B substructure and dealing with topics relevant for ACO Digital Transformation efforts.
3) Contribution To Objectives: As the NATO 2030 activities are underway in ACO, the incumbent will have a key supporting role in liaising with the various bodies and groups ensuring ACO Digital Transformation efforts are aligned with NATO 2030 efforts and Digital Transformation Cyberspace activities are properly addressed at the strategic level allowing ACO to successfully advance in the path for achieving its Strategic goals and objectives.
7. CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
