Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).
The Plans Directorate is responsible for the development and production of all Concept of Operations (CONOPS) and Operations Plans (OPLANs) within its Area of Responsibility and providing the interface between NATO Command Structure (NCS) and NATO Force Structure (NFS).
The J7 Division is the Training, Exercise, Doctrine and Lessons Learned functional specialist and is responsible for their timely planning, synchronization, execution and follow-on activities.
The Training and Exercise Delivery Branch is responsible for planning, developing, organizing and conducting collective training and exercise events for the validation and certification of assigned HQs and forces.
The Training and Exercise Current Operations and Exercise Delivery Section plans, coordinates and conduct readiness training under Joint Force Headquarter (JFHQ) responsibility.
Within the section, the incumbent is responsible for managing the requirements and delivery of education and individual training for all staff at JFCBS including compilation of reports to the Allied Command Operations (ACO) Mission Capability Level Reporting System and update the Education and Individual Training (E&IT) Functional Services Tool.
The Staff Officer (Educational and Individual Training Manager):
The incumbent’s duties are:
– Manages the requirements and delivery of education and individual training for all staff at JFCBS including compilation of reports to the ACO Mission Capability Level Reporting System.
– Provides coherence, management and oversight of all individual education and training requirements at JFCBS.
– Liaises with Divisional Training Coordinator Officers (DTCOs), to ensure completion of all staff training records within Automated Personnel Management System (APMS) covering essential and desirable requirements per the Job Description (JD), and mandatory training. Where appropriate, encourages the capture of other pre-existing skills and experience.
– Ensures that course codes in the Establishment Review Tool (ERT) and respective JDs match the courses available in the Education and Training Opportunities Catalogue (ETOC).
– Manages the HQ seat bid application process for NATO School Oberammergau (NSO), NATO Communication and Information Agency (NCIA) Academy and other NATO Education and Training Facilities (NETF). Identifies opportunities through the year by access to the seats available information to match individual training deficiencies with seat availability.
– Ensures that all NETF course completions are recorded in the individual training records.
– Provides data to support the Military Capability Level Reporting system.
– Develops an internal (first party) assurance process in order to identify common training shortfalls within training disciplines and develop mitigation plans that align with the HQ’s planned programme of activities.
– Identifies additional individual training requirements to enhance the delivery of Division/Branch training activities.
– Fosters relationships with Allied Command Transformation (ACT) and Joint Force Training Centre (JFTC) and ensures the appropriate JFCBS attendance at Training Discipline conferences.
– Recommends proposals for individual training requirements to fill capability gaps including the use of commercial courses.
– Provides information to Directorates and Divisions on training opportunities and the NATO individual training process.
– Attends the Training Coordination Working Group and the Assessment Working Group. Identifies and manages risks in individual training delivery, presenting mitigation plans to the JCBWG as required.
– Trains, supports and mentors JFCBS DTCOs
– Keeps oversight of the different training budget lines (supporting individual and training activities costs) of the HQ Budget in coordination with the HQ Finance Directorate Budget Officer and relevant Divisional Fund Managers.
The work is normally performed in a normal NATO office-working environment.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications
– English – good – NATO Standard Language Proficiency 3333
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
– University Degree in human resources management, business or public administration, law, social sciences, information technology or related field / subject OR Higher Secondary education and completed advanced vocational training in relevant field /subject leading to a professional qualification or professional accreditation.
– Minimum 4 years’ experience of Training Design and Development experience using the Systems Approach to Training (SAT) or equivalent methodology.
– Experience using a Quality Management System in an educational and/or training environment.
Desirable Qualifications
· Experience in performing Training Audits – 1st & 2nd Party.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NIC Staff, the stipulations on contracts in the NCPRs will be respected.
