The incumbent’s duties are:
1) Acts as point of contact for OCE functions regarding the new CyOC-lead Exercises, including Table Top Exercises (TTX). 2) Acts as Co-Chair in planning conferences of CyOC-lead Exercises, including TTX and supports the OSE functions. 3) Liaises with CCDCOE and NCI Agency on exercise scenario and setting. 4) Liaises with SHAPE J2 on Cyber Threat Actors development including target sectors and key capabilities. 5) Leads in the elaboration of Major Events List/ Major Incidents Lists (MEL/ MIL) Incident Development and Scripting and prepare Lessons Learned regarding the new CyOC-lead Exercises, including TTX. 6) Contributes to the Training Need Analysis regarding the new CyOC-lead Exercises, including TTX. 7) Supports in the revision of the ACO Cyber Resilience Management Structure and the assessment of cyber resilience maturity in ACO HQs during NATO exercises. |
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
– The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours. – May be required to undertake operational assignment/secondment within Comprehensive Crisis Operations and Management Center (CCOMC) (may require shift work for the duration of the assignment). – May be required to formally represent section head at meetings. – May be required to make presentations of the SHAPE position on cyberspace-related subjects/issues on behalf of branch chief or director. – May be required to make general SHAPE and cyberspace-related presentations and provide cyberspace training as part of SHAPE contribution to NATO cyberspace training. 1) Minimum of 2 years of experience in scenario development and exercise planning process.
2) Minimum of 2-year experience in the joint exercise planning process.
3) Thorough experience in dynamic (joint military) scenario and cyber incident development.
4) Experience with designing, developing, and delivering courses and training solutions with a focus on cyberspace operations.
5) Knowledge to evaluate training audiences including lessons learned processing and management.
6) Experience in leading Cyber-related Exercises and/ or Table Top Exercises including participation in planning conferences and leading the conduct phase.
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
