TITLE: Staff Officer (Infrastructure Engineer)
GRADE: MCIV 5
SECURITY CLEARANCE: NATO SECRET
1. POST CONTEXT
NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.
The Deputy Chief of Staff Support (DCOS Spt) assists the COS NMI in execution of the assigned missions related to supporting tasks.
The JENG branch provides Subject Matter Expertise (SME) to NMI HQ in the planning and delivery of basing and infrastructure requirements.
Within the Engineering Branch, the incumbent main responsibility is to provide advice and guidance on NATO Security Investment Program (NSIP) and to represent JENG for infrastructure and basing matters.
This post reports to NTI RXE 0010 – Branch Head (Engineer) – OF-4.
2. DUTIES
The incumbent’s duties are:
– Provides advice on managerial, technical, procedural and financial aspects related to the NATO Security Investment Program (NSIP) activities.
– Oversees and manages the JENG input to the Alliance Operations and Mission (AOM) AOM Requirements review Board (ARRB), Support in the development of Common Funded Capability Urgent Requirements (CURs), Minor Works liaising and coordinating with other NATO Commands, Agencies as directed by NMI JENG Branch Head.
– Advise NMI JENG Branch Head on all aspects of NSIP activity including infrastructure project management and sustainment of the NATO infrastructure inventory. Common Funded Capability, are long term activities and continuity of oversight provided by civilian staff is a crucial part of ensuring delivery of these complex projects. Included within this role is liaison with the appropriate NATO agencies.
– Reviews and provide input to operational infrastructure development and sustainment planning.
– Develops and maintains a sound understanding of NATO operational funding mechanisms, in order to be able to deliver training and guidance where appropriate.
– Assist in the development of Operation & Maintenance Inspection (O&MI) Plan.
– Monitors and reports to Branch Head on the execution of NSIP funded infrastructure engineering projects in NMI.
– Review infrastructure engineering requirements identified by NMI for NSIP funding, as an initial check of eligibility and viability, and make recommendations to JENG Branch Head.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
– The incumbent may be required to deploy on operational tasks, or to undertake operational TDY assignments elsewhere.
– Exceptional employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time might occur.
– The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.
– Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.
The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
University Degree in Civil engineering disciplines or related discipline, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience;
At least two years as a professionally qualified or competent manager of infrastructure engineering projects with relevant experience;
Good experience, at least one year, in the management of complex projects in remote, austere environments with extended supply chains;
Professional experience of deployed, multinational operations with either military or NGO/IGO;
Vocational project management qualifications, or equivalent (such as military engineering project management qualification;
English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 3333 based on NATO standards).
DESIRABLE
Experience in cooperation with NATO/National construction agencies and architecture/engineer consultants.
Experience in specifying infrastructure requirements for military operations.
Experience with NATO financial policy, budget and contracting procedures.
Experience with NATO Security Investment Program.
Previous experience in NATO common funding.

4. POSITION AND CANDIDATE PROFILE
Personal attributes
The incumbent must be a mature and experienced person, who displays sound judgment, excellent interpersonal and communication skills, and unquestionable integrity.

Frequently works under pressure, during long and irregular hours and carries high workload.

The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
Supervisory Responsibilities:
May be required to direct and supervise the work priorities of one or more HQ multi-functional teams.
5. EMPLOYMENT CONDITIONS
The successful candidate will be offered a 12-month definite duration contract, which may be renewed based on the operational need/funding for the position.
The basic salary for an MCIV 5 is Euro € 6,051.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances ( hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.
This post is a non-accompanied assignment. Living quarters provided by NATO.
The NMI mission, while not combat, is executed in a combat environment. Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
