Post Context
The Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the SACEUR.
The Operations Directorate is responsible for monitoring, assessing directing, and coordinating operational effects and staff functions.
The Joint Operations Centre (JOC) provides continual Situational Awareness to the Joint Force Command Norfolk Headquarters (JFCNF HQ) and supports the information needs of Higher Headquarters through the exploitation of all available operational information.
The J33 Current Operations Branch provides situational awareness to the JFC and higher HQ through the exploitation of all available operational information and current intelligence within the AoR/Area of Interest (AoI) to facilitate timely operational and strategic level decisions and effective C2 from Peacetime Vigilance through Conflict to MLE.
The he/she is responsible for the Operational Data and JCOP Management and its concepts and standing operating procedures.
Reports to: Director of Joint Operations Centre.
Principal Duties:
His/her duties are:
1. Develop operational requirements and implement concepts for JFCNF Operations Directorate Functional and Functional Services Data Management.
2. Co-ordinate routine, operational and exercise implementation and use of JFCNF Ops databases with main focus on the Joint Common Operational Picture JCOP.
3. Support in developing Concepts, Operational Requirements and Standing Operating Procedures for Operational Functional Services (OPS FS) with main focus on Databases and the Joint Common Operational Picture JCOP.
4. Develop and co-ordinate requirements and implement concepts and standing procedures for JFNF Ops Dir Functional and Functional Services Training in close co-operation with CIS Branch.
5. Support Section Chief on operational matters within the Configuration Management Organisation to improve training and use of OPS FS as well as to formulate operational requirements for improvement of existing OPS FS /C2 Information Systems.
6. Undertake work as part of a project team or working group as directed or assigned.
Special Requirements and Additional Duties
1. He/she may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
Essential Qualifications
1. University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related.
2. Minimum 3 years’ experience in the operational business processes of COI Services / Functional Services.
3. Broad technical knowledge of CIS services, architecture and experience supporting customers utilising the systems.
4. Experience in collaborating with CIS development teams and users.
5. Experience in diagnosing faults, overseeing CIS user-testing and implementing required changes.
6. Experience in ensuring optimal hardware and software functionality, as well as information security.
7. Service Management experience and certification, such as ITIL.

Desirable Qualifications
a. Professional Experience
1. Experience in Information Technology/Management.
2. Familiarisation with NS Wan (Bi-SC AIS) / NITDS and the currently used CCIS /FAS: JOIIS/BICC, ICC, LC2IS,MCCIS, TOPFASS, or compatible National C2 Systems.
3. Participant in NATO training and exercises.
4. High level of organizational, coordination and communication skills.
b. Education/Training
1. NATO Consultation, Command, and Control (C3) Course (CCC-CS-2544-1) provided by NATO – School Oberammergau (NSO)
Attributes/Competencies
Personal Attributes: The routine application of sound judgement and initiative to ensure timely and effective direction and resource allocation are required to deliver the outputs set out above. He/she requires a high level of adaptability and initiative to develop solutions to complex issues.
Managerial Responsibilities: No reporting Responsibilities.
Professional Contacts: He/she must be capable of rapidly developing a network across the HQ to ensure implementation of J33 requirements. Given the inter-linking of JFCNF activities with other NATO and National commands he/she must possess a detailed understanding of NATO structure to facilitate and foster immediate close working relationships with correct posts within external organisations.
Contribution To Objectives: He/she is required to engage across the HQ, routinely to the Staff Officer and Branch Head Level to ensure appropriate CIS and procedures are in place to enable the execution of HQ tasks through ensuring accurate use of all available JOC Functional Area Systems.
Security Clearance
The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
Work Environment
He/she will normally be required to work in a normal office environment.
Contract
· This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
· Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
