JOB DETAIL

Are you a seasoned J8/Budget and Finance coordination officer with experience of resource planning and conducting operations for military organization. If so, this position offers you a unique opportunity to support the NATO Alliance at its Joint Forces Command In Norfolk, Virginia.

Post Context

The Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the SACEUR.

The J8 Division is responsible for managing the budgetary and fiscal requirements of JFCNF.

He/she is responsible for the development of HQ program of work and overall collection and processing of JFNCF requirements to ensure coherence with the Commander’s guidance.

Reports to: – Deputy Assistant Chief of Staff

Principal Duties:

His/her duties are:

1.        Advise Finance Director for all resource, programme and product management related issues.

2.        Coordinates all activities of resource management within JFCNF.

3.        Responsible for development, preparation and submission of JFCNF Consolidated Resource Proposal. Perform financial financial analysis of financial records and makes recommendations of execution of JFCNF budgets.

4.        Provides technical and functional support on resource related issues.

5.        Coordinates JFCNF inputs to NSIP related products and taskers.

6.        Coordinates activities and tasks in conjunction with the Staff Officer (Budget).

7.        Collects lessons identified related to NATO common funded projects and exploits them appropriately.

8.        Propose new policies and istructions related to management of resources and requirements throughout the HQ.

9.        Responsible for the collection and coordination of JFCNF requirements related to investments and daily operation of the HQ.

Special Requirements and Additional Duties

1.           He/she may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

2.         He/she may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

Essential Qualifications

1.          University Degree or equivalent level of qualification, preferably in accounting, economics, business administration or financial management and 2 years function related experience.

2.        have at least 3 years’ relevant professional experience; in particular related to financial management, budgeting or procurement and contracting;

3.        have experience in the field of data exploitation and statistics at the strategic level;

4.        have experience in performing comprehensive financial analysis;

5.        have a good knowledge of financial software programmes, spreadsheets and databases;

6.        possess clear and efficient communication skills (oral and written) and the ability to adapt to various interlocutors (financial experts as well as non-financial stakeholders);

Language

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

Desirable Qualifications

a.       Professional Experience

1.       have knowledge of NATO structures, practices and procedures, including NATO’s financial regulations, accounting procedures and budgetary IT systems;

2.        experience in project and programme management;

3.        experience in goods and services acquisition;

4.        experience of working in a multinational environment, with a variety of stakeholders;

5.        change management experience: delivering effective change and updating financial and budgetary ways of working;

6.        in-depth knowledge of Oracle Financial Applications

7.        knowledge of NATO Security and Investment Program

Attributes/Competencies

Personal Attributes: Broad experience in NATO budget, finance and funding in order to recommend optimum solutions on a variety of HQ budget-related issues. Independent judgement is required in the analysis of non-recurring and changing issues. Requires leadership qualities and the ability to foster teamwork. He/she must be aware of management concerns (management identification) and be able to appreciate and exercise the appropriate controls to ensure that assigned goals are reached within the parameters established by applicable regulations and policy (management control).

Managerial Responsibilities: No reporting Responsibilties

Professional Contacts: Internally:  Contacts at all managerial levels of the command ranging inclusive of Division Heads. External contacts, related to specific assigned responsibilities, include higher headquarters, other headquarters, including Host Nation Ministerial Representatives.

Internal and external contacts are for information, negotiations and discussions.

Contribution To Objectives: The successful planning and execution of the international budgets are an important contribution to the Command’s objectives.

He/she plays a major role in this process and the performance impacts on the division, command and region achievements and helps the Finance Director in establishing resource objectives for the Command.

He/she actions will influence the HQ Commanders in respect to the allocation and consumption of NATO financial resources, and the achievement of NATO/HQ objectives.

Security Clearance

The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.

Work Environment

He/she will be required to work in a normal office environment.

Contract

·       This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

·       Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
