JOB DETAIL

1. POST CONTEXT

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Strategic Employment (SEM) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning.  In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

The Joint Effects Branch will coordinate and integrate disciplines that are integral to Joint Effects, employing a full spectrum approach to enable NATO to meet Strategic and Operational Targeting requirements.

Operations Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

Joint Effects Branch will coordinate and integrate disciplines that are integral to Joint Effects, employing a full spectrum approach to enable NATO to meet Strategic and Operational Targeting requirements. The Operations Directorate at SHAPE is responsible for ensuring that ACO Conventional and Nuclear forces are at the state of readiness required to carry out an effective defense under the terms of MC 400. The Joint Effects Branch is responsible for conducting the Joint Effects Function at SHAPE and provide Direction and Guidance on all matters Joint Effects within ACO and ACT. They are responsible for ensuring that ACO is able to prepare an effective targeting campaign for Crisis or conflict and that targeting organisations within the ACO are capable of conducting a full-spectrum approach to the Joint Targeting Cycle.

Following the declaration of SHAPE as a Warfighting HQ and the integration of the Joint Effects Branch in J3, many challenges are to be faced regarding Joint Targeting doctrine and processes, which have been submitted as an Issue (critical) to the ACO Strategic Management Planning Section.

 

2. PRINCIPAL DUTIES

The incumbent’s duties are:

    1)   Update AM 80-70 (Time Sensitive Targeting Process) and AD 80-70 (Joint Targeting in the ACO) to integrate time sensitive targeting processes and authorities agreed among the ACO.

    2)   Organize a JTE lead working group following the March 2023 TST workshop decisions to provide directions for the issues identified.

    3)   Propose solutions for issues considered as critical in the ACO strategic management planning section.

    4)   Propose an evolution of collateral damage methodology, in coordination with legal advisors, for specific targeting situations.

    5)   Support the integration of JTE in J3 in developing adapted directions for the conduct of strategic targeting duties in operations.

 

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience

1) 1 year minimum of experience of strategic level targeting in NATO

2) Experience of NATO targeting doctrine production

3) Experience in organization of events such as conferences

4) Involvement in NATO exercises

2. Education/Training

University Degree  in history, geography, politics, economics, operations research or related discipline , or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation.

 

3. Language

English SLP 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

     1) Knowledge of NATO HQ

     2) University degree international relations, political science, or law

6. ATTRIBUTES/COMPETENCIES

    1)   Personal Attributes: The candidate must be able to have a broad vision of complex subjects and reach a balance between many different points of view. The candidate should have the capacity to adapt to fast changing situations and integrate new inputs being provided regularly by its leadership.

    2)   Professional Contacts: The candidate will have to deal with a large community of targeteers in the ACO. Furthermore, regular discussions with NATO political structure will require diplomacy and extended professional network.

    3)   Contribution to Objectives: This position may have in impact on the whole Alliance and especially on the ACO. Processes and solutions proposed may be implemented in doctrine and become the reference if NATO gets involved in a conflict.

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
