JOB DETAIL

1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ.  The Directorate acts as the HQ’s conduit to member nations (through NMRs) and to host nation authorities.

 

2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Assigns and monitor staff actions for SHAPE.
2) Receives Command Group (CG) guidance and translate this guidance into formal tasks for SHAPE staff, within a given area of responsibility.
3) Directs the management of all staffed products within SHAPE that requires CG approval or signature.
4) Directs the implementation of SHAPE staffing and workflow procedures with a particular focus on NATO 2030 products and tasks.
5) Organises, assembles, reviews and publishes all SHAPE staffed products.

6) In coordination with ACT, manages the staffing of Bi-SC products that require CG approval or signature.

) Within the area of responsibility the incumbent is responsible for ensuring that strategic risk to the achievement of CG priorities are managed in accordance with ACO Enterprise Risk Management framework.
8) Supports the development and requirements gathering for projects related to NATO 2030 in the Management Directorate.
9) Analyses, interprets and reports on ACOs data needs to inform NATO 2030 requirements.

10)  Oversees the data management processes related to IKM tools.

) Ensures the accuracy and reliability of the data used by SHAPE within IKM tools.
12) Develops and implements a data governance plan, policies and requirements to ensure the quality and consistency of data across the organization.
13) Works closely with application developers and customers to develop data-driven solutions that meet the needs of the business at SHAPE.
14) Produces reports and dashboards to provide insights into business performance and facilitate informed decision-making.
15) Provides guidance and support to colleagues on data management and governance issues.
16) Keeps up-to-date with developments in data management, data privacy, and data security to ensure the organization remains compliant with regulatory requirements.
17) Develops and maintains effective relationships with stakeholders across the organization to ensure data requirements are understood and met.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

The work is normally performed in a Normal NATO office working environment.
Normal Working Conditions apply.
The risk of injury is categorised as: No risk / risk might increase when deployed.

4. ESSENTIAL QUALIFICATIONS

1. Professional/Experience
1) Minimum 2 years recent experience in the analysis and mapping of business processes and development of associated organizational requirements ideally focused on Business Continuity and IKM.
2) Minimum 2 years experience working with NATO IKM policies and procedures.
3) Minimum 2 years recent experience as staff officer either as military or civilian in a large HQ (Joint Command, NATO, or national MOD).
4) Analytical skills, able to visualize and interpret data sets relating to ACO business.
5) Strong analytical and problem-solving skills, with the ability to translate complex data into actionable insights. Excellent communication and interpersonal skills, with the ability to build effective relationships with stakeholders at all levels of the organization.
6) Knowledge of data privacy and security regulations.
7) Experience with data visualization and reporting tools, such as Power BI, Excel, etc.
8) Familiarity with database management systems, SQL, and data modeling.
9) Familiarity with Tasker Tracker Plus.

2. Education/Training

1) University Degree in information management, information systems, data management, computer science, business administration, engineering, procurement/capability development, business process engineering (or related discipline) with 2 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

3. Language

English SPL 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

1. Professional/Experience

1) 2 years’ experience working with data visualization and reporting tools (POWER BI, Excel).

2) 2 years’ experience in data management and associated governance including managing data bases and/or data modelling that provides analysis and insights into business performance and/or project/task progression.

3) 2 years’ experience in managing staff work flow and use of collaboration tools (example TT , TTE, PITT).

4) Professional experience in a clerical/administrative role in an office setting.

5) Possession of first-rate writing and editing skills. Sound organisational and communications skills.

6) Knowledge of internal information and data flow at SHAPE.

7) Knowledge of the information management at SHAPE on the strategic level.

2. Education/Training

1) Word Processing, Spreadsheet, Graphics Presentation, Database: Advanced knowledge, eMail Clients/Web Browsers, Web Content Management: Working knowledge.

2) Completion of the NATO IKM Course and attendance on a Resource Management Education Programme.

 

CONTRACT

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
