JOB DETAIL

1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support (SUPPORT) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP).

The Strategic Management and Resource Planning Branch (SRP) is responsible for the development, support required for the employment and monitoring of the ACO Strategic Management (ASM) System

The Resource Integration Management (RIM) Section ensures coherence and coordination between related resource and output planning processes for ACO.

The Support (SUPPORT) Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).

The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP), providing ACO Programme Management lead in the development and implementation of NATO 2030 Resourcing initiative.

The post provides monitoring and control support to the NATO 2030 Resourcing ACO Management Office (AMO).

2. PRINCIPAL DUTIES

The incumbent’s duties are:

1)   Responsible for monitoring and evaluating the progress in the execution of the Programme work strands towards the implementation of the four Key Requirement Areas (KRAs) to be resourced from the three common funding resource pillars (NSIP, Military Budget and Workforce) to support the full implementation of DDA in line with the 360-degree approach.

2)   Responsible for implementing preventive and corrective actions to minimize or eliminate risks and delays in the schedule of the Programme work strands, applying an iterative process.

3)   Execute the Programme approach to Risk Management, including the coordination of the Risk Response Team activities.

4)   Identify, analyse and report on the Programme Key Performance Indicators.

5)   Create and Monitor Forecasts of Programme deliverables, monitoring and controlling variance thresholds and tolerances.

6)   Responsible for measuring and reporting on work strands performance.

7)   Assist the Principal Resource Advisor / ACO Programme Manager in the collection and analysis of short, medium and longer term efficiencies in the context of NATO 2030 Resourcing.

8)   Assist the Principal Resource Advisor / ACO Programme Manager in the implementation of a culture of continuous support and improvement, encouraging collaboration, standardisation and solving problems related to the implementation of the four KRAs necessary to support the full implementation of DDA.

9)   Contribute to the coordination of ACO NATO 2030 strategic objectives and priorities, performance and risk management across all common funded resource pillars (Manpower, Military Budget and NSIP), by establishing and maintaining coherence and coordination of NATO 2030 requirements by considering the inter-dependencies between the resource pillars at points where key decisions or planning points occur.

10) Coordinate and participate in IPTs, produce staff studies, reports and directives related to NATO 2030 requirements, including prioritization and risk assessment.

11) Focus on continual improvement of systems and processes internal to the organization challenging the efficiency and quality of procedures while offering and implementing change solutions towards the achievement of organizational efficiencies.

12) Assist the Principal Resource Advisor / ACO Programme Manager capacity to staff and coordinate resource related outputs, including attending and participating in the NATO Resource Committees.

13) Support the development and implementation of policy, doctrine and supplementary ACO documents regarding NATO 2030 Resourcing support to ACO.

14) Draft reports, minutes and speaking points related to AMO products.

15) Perform any other related duties as directed by the Principal Resource Advisor / ACO Programme Manager.

 3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

 The incumbent may be required to perform a range of duties within the division at the same grade, utilizing the individuals skill set, without there being and change to the contract.

 The work is normally performed in a Normal NATO office working environment.

 4. ESSENTIAL QUALIFICATIONS

a. Professional/Experience
1) Three years working experience in a similar posts or in a complex organization.

2) Proven ability to plan, organize, direct, coordinate and control the use of people, money, materials and facilities.

3) Broad military background with major staff experience.


b. Education/Training

University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

c. Language

English SLP 3333 (Listening, Speaking, Reading and Writing).

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

5. DESIRABLE QUALIFICATIONS

a. Professional/Experience

1) Proven experience in resource management functions

2) Previous staff experience at Large HQs, Joint Commands, NATO HQ or MoD
3) Ability to perform highly complex work activities covering technical, financial and quality aspects.

 

b. Education/Training

1) Resource Management Education Program course

 

6. Attributes/Competencies

1) Personal Attributes: The incumbent must be a seasoned professional possessing a high degree of self-reliance, tact, sound judgement, adaptability and the ability to express himself/herself clearly and persuasively.

S/he must have good inter personal and communication skills as well as diplomacy when dealing with military and civilian staff members and their managers. S/he must be able to use own initiative and judgment to propose solutions for unexpected problems and determine which issues to refer to supervisor. S/he must be able to plan and organize her/his own work and prioritize tasks and actions. Skilful in handling details, personal documents, follow up actions, deadlines. The variety of regulations and procedures require the incumbent to be able of quick and efficient continuous practical learning on the job.

S/he has to be able to draw upon a strong ability to perform critical and flexible thinking, prepare and propose solutions and the ability to make judgements without the benefit of guidance from supervisor.

2)   Managerial Responsibilities: Must be able to lead and facilitate a broad spectrum of functional experiences and competencies without the direct guidance of fist-line supervision.

3)   Professional Contacts: The incumbent, soliciting and providing information and inputs, has routine contact with personnel at SHAPE, ACT, Host Nations and NATO HQ. S/he has professional contact with supervisors and managers of NATO International Civilians at all levels, the Civilian and Military Resources Managers and other NATO Bodies. He/she coordinates routine meetings and product submissions with SHAPE, ACO, ACT, and NATO HQ.

4)   Contribution to Objectives: The incumbent plays a key role in executing the monitoring and control activities related to NATO 2030 Resourcing Programme in order to deliver the right capabilities in support of the full implementation of DDA based on a 360-degree approach. The incumbent is proactive in developing preventive and corrective actions to minimize or eliminate risks and delays in the schedule of the Programme work strands. The incumbent execute the Programme approach to Risk Management, including the coordination of the Risk Response Team activities. S/he identify, analyse and report on the Programme Key Performance Indicators.


CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
