1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Command Group (CG) provides and sustains strategic level command and control capabilities to support SACEUR in exercising his command functions.
The Office of the Chief of Staff (OCOS) provides full spectrum support to COS/Vice-COS in fulfilling their duties.

2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Provides direct support to the Chief of Staff.
2) Be the Subject Matter Expert on joint and combined issues of the areas of responsibility of the NATO 2030 initiative.
3) Co-ordinates and implements COS’ decisions and policy within SHAPE related to NATO 2030.
4) Acts in his area of responsibility as point of contact for the Assistant Chief Of Staff Resources and Management (ACOS REM) and ensures that all issues are properly tasked, tracked and submitted in a timely fashion.
5) Co-ordinates accordingly within the Command Group.
6) Responsible to the Executive Officer (EXO) for assistance in proof reading and preparing correspondence, papers and briefings/speeches related to NATO 2030.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
a. Professional/Experience
1) A minimum of 2 years’ experience in the field of data exploitation and statistics at the strategic level.
2) A minimum of 2 years’ experience in broad military background including previous major staff experience in a joint or combined staff in a large HQ, Joint Command, or NATO HQ
b. Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English SLP 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
a. Professional/Experience
1) 2 years’ experience as an Executive Officer/Military Assistant to a General Officer or civilian equivalent.
2) Wide experience in IT systems, networking, databases, and web content management.
3) Experience in the field of institutional communication in defense.
6. Attributes/Competencies
1) Personal Attributes: The incumbent coordinates the requirements coming from NATO 2030 initiative. In particular the operational impact statements and justifications. The incumbent will be the point of contact in COS office for the NATO 2030 initiative. Personal qualities of tact, judgment, adaptability, coupled with motivational and listening skills. A sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military. Able to work effectively to support the team activities.
2) Professional Contacts: The incumbent, soliciting and providing information and inputs, has routine contact with personnel at SHAPE, ACT and NATO HQ. S/he has professional contact with FOGOs, supervisors and managers of NATO staff (military and civilian) at all levels and other NATO Bodies. He/she coordinates routine meetings and product submissions with SHAPE, ACO, ACT, and NATO HQ. He/she is regularly involved in working contact with representatives of member nations in IMS or with the NMRs.
3) Contribution To Objectives: The incumbent plays a key role in executing the monitoring and control activities related to NATO 2030 Resourcing Programme in order to deliver the right capabilities in support of the full implementation of DDA based on a 360-degree approach. The incumbent is proactive in developing preventive and corrective actions to minimise or eliminate risks and delays in the schedule of the Programme work strands.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
