1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Support Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO).
The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP).
The Operational Requirement Management Branch (ORM) is the focal point for managing ACO’s role as Operational Requirements Authority (ORA) through the entire capability delivery process.
The Urgent Requirements Lifecycle Section (URL) coordinates the identification, collection, processing, reporting, distribution and coordination of all Urgent Operational Requirements (UOR).

The Resource Management (REM) Division is responsible to SACEUR through COS SHAPE for the development and execution of the ACO Strategic Management System, including the ACO Strategic Management Plan and Objectives, and the associated Performance and Risk Management processes. The ORM Branch is the focal point for managing Allied Command Operations (ACO) role as Operational Requirements Authority (ORA) through the entire capability delivery process. ORM Branch operates in support of the SHAPE functional staffs and Task Forces directing the identification, collection, processing, reporting, distribution and coordination of all ACO operational requirements, including urgent operational requirements, proposed for funding through the NATO Security Investment Program (NSIP). The URL Section directs the identification, collection, processing, reporting, distribution and coordination of all Urgent (Operational) Requirements (UR). Directs the development and maintenance of Alliance Operations and Missions Requirements and Resources Plans (ARRP) in support of Periodic Mission Reviews. Coordinates the capability delivery process of UR through the whole capability lifecycle; provides Quality Assurance of U-ORS documentation and coordination of all post-initiation through life capability delivery activity. URL section coordinates with subordinate ACO HQs during the acceptance and retirement of the operational capabilities. In addition, ORM Branch is responsible to maintain update the Project Implementation Tracking Tool (PITT) with all URs/CURs and MWs.
2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) To collate the UOR definition with Action Officers at SHAPE related to NATO 2030 Implementation Plan.
2) To consult with the Allied Command Transformation (ACT) liaison element and the NATO Office of Resources (NOR) regarding current and emerging UORs related to NATO 2030 to NATO 2030 and the GRRPs.
3) To provide advice to subordinated Commands and their Resource Boards to assure accurate and consistent requirement definition documents.
4) To manage the cross-functional coordination of “Lines of Development” in pursuance of capability requirements, including requirements related to NATO 2030 initiatives and activation of Graduate Response Plans Requirements Resource Planning (GRRPs).
5) To contribute to every board, when required, in order to inform the stakeholders on the ongoing UR; specifically with emerging requirements coming from NATO 2030 Implementation Plan and GRRPs.
6) To update the PITT throughout the whole UR through the whole capability development lifecycle.
7) To develop conceptual documentation and lifecycle standards for PITT.
3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office working environment.

4. ESSENTIAL QUALIFICATIONS
a. Professional/Experience
1) Three years working experience in a similar post or in a complex organization
2) Proven ability to plan, organize, direct, coordinate, and control the use of people, money, materials, and facilities
3) Broad military background with major staff experience
b. Education/Training
University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English SLP 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. DESIRABLE QUALIFICATIONS
a. Professional/Experience
1) Proven experience in resource management functions
2) Previous staff experience at Large HQs, Joint Commands, NATO HQ or MoD.
3) Ability to perform highly complex work activities covering technical, financial, and quality aspects

6. Attributes/Competencies
1) Personal Attributes: The incumbent scrutinizes the content of UOR coming from NATO 2030 initiative. In particular the operational impact statements and justifications. The Requirement Coordinator provides transparency of all active UOR and its stage of delivery, and manages the visibility of all documents related to the UOR in the Project Implementation Tracking Tool (PITT) or future tool. The incumbent is responsible for the effective utilization of PITT and drives its further conceptual development.
2) Professional Contacts: This post requires to establish and maintain professional contacts with relevant stakeholders across the NATO enterprise, in particular within SHAPE, subordinates ACO Headquarters, ACT and NATO Headquarters. This will include internally with SHAPE senior leadership and directorates, and externally with subordinate headquarters, NATO HQ committees, IMS, HQ ACT, and relevant NATO Agencies.
3) Contribution to Objectives: The incumbent will contribute to delivering common funded urgent capabilities and minor works that will benefits the whole ACO User community.
CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
