JOB DETAIL

1. POST CONTEXT

Across the spectrum of conflict, Allied Special Operations Forces Command (SOFCOM) provides strategies SOF advice, synchronizes NATO special operations activities and enables related SOF capability development in order to deter potential threats and defend Alliance.

The Operations Officer CFiT is responsible for the development/build-up, training and employment of the SOFCOM Capabilities Integration Team (CFiT) IOT support SOFCOM efforts of integrating SOF into the Joint environment as well as providing gapped capabilities into national SOF.

 

2. PRINCIPAL DUTIES
The incumbent’s duties are:
1) Acts as the CFiT core representative and deputy CFiT lead if required. Manages the SOFCOM Readiness Working Group.
2) Is responsible for coordinating and facilitates all tasks of the CFiT.
3) Supports the common operational SOF picture ICCW SOFCOM (NSHQ) Operations Coordination Centre (NOCC) with focus on readiness.
4) Facilitates CFiT and other cross-functional teams in support of ongoing/future NATO SOF operations.
5) Is responsible for maintaining liaison with regional and subordinate NATO headquarters, National Ministries of Defence (MODs) if required, adjacent and subordinate commands and other agencies for all SOF operations matters, with an emphasis on capability development and SOF integration.

6) Coordinates/facilitates the interaction between SOFCOM and nations during the build-up and certification of SOF C2-nodes by actively engaging with national head planners and SOFCOM stakeholders.

7) Supervises the Planning Process- Tool- CIS- IKM integration within the CFiT and the supported headquarters during training, and mission execution if required.

8) Utilises NATO planning tools, in particular TOPFAS.

9) Maintains situational awareness on current and emerging operations and advises on proper employment and tasking of SOFCOM capabilities and SOF assets within the NATO SOF enterprise.

10) Manages specific projects and concepts as required.
11) Is responsible for supporting SOFCOM engagements with national representatives in the readiness realm.
12) Coordinates and facilitates exercise and training efforts as required. Assists and mentors operations and intelligence planning efforts.

13) Synchronizes, monitors, assesses, reports and coordinates CFiT activities and contributes to the overall Deployable Entities coordination within the SOFCOM/TSC/CFSOC tasks.

14) Contributes to the further development of the Readiness Support Concept.

15) Performs other related duties as directed or assigned.

3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent is required to undertake operational deployments and/or TDY assignments (in support of SOFCOM Deployable Entities on short notice with 2 days’ notice to move) both within and outside of NATO’s boundaries.
The work is normally performed in a Normal NATO office working environment.
Normal Working Conditions apply.
The risk of injury is categorised as: No risk / risk might increase when deployed.

4. ESSENTIAL QUALIFICATIONS

a. Professional/Experience

1) Previous experience in all aspects of NATO SOF and Joint Special Operations.

2) Knowledge in all aspects of Joint Operations.

3) Demonstrated effective use of available resources and relevant tools for planning, organising and coordinating military staffs for the accomplishment of assigned tasks.

4) Previous experience in a multiservice and/or international headquarters.
b. Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language
English SPL 3333 (Listening, Speaking, Reading and Writing).
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. DESIRABLE QUALIFICATIONS

a. Professional/Experience
1) Previous participation in joint exercises on component and/or JFC level with a focus on joint planning and execution processes.
2) Experience in the application of Information and Knowledge Management Processes in higher tactical or operational level staff.
3) Basic knowledge in SOF related deployable CIS requirements and capabilities.
4) Ability to collaborate with others at all levels of the organization as well as vendors.
5) Ability to gain new technical skills quickly.
6) Customer service skills, responsive attitude.
7) Strong oral and written communication skills; ability to communicate complex technical concepts in layman’s terms.

b. Education/Training
Courses:
– NATO SOF Intel & ISR Operations Planning Course.
– TOPFAS SAT Course.
– TOPFAS CAT Course.
– NCOP.
Information Management including portal solutions trainings.
– Graduate of National Joint Staff College or equivalent.
– Attend NATO related functional expertise courses for primary functional expertise duties as required.
– To meet the organisational requirements, the incumbent attends training courses/seminars to maintain or achieve functional qualifications in the subject field of service.
– SOFCIM Briefing, NSIT.
– Working Knowledge of: Word Processing, Spreadsheet, Graphics Presentation, Database, eMail Clients/Web Browsers, Web Content Management, Learning Management System, Courseware development tools.

6. Attributes/Competencies
• Personal Attributes: Must be capable of objective, in-depth review and analysis to define problem areas/needs and creative thinking to devise methods for enhancement. Must be able to employ sound judgement to interpret directives to determine their applicability to any given situation, task or requirement. Must be capable of analytical, constructive, thinking to apply a broadly defined set of guidelines and requirements. Will be required to work independently with little supervisory guidance but overall, as part of a team of military and civilian staff members and must be able to integrate in a team and to foster team spirit. Must be able to effectively communicate within the multi-national environment for problem identification and resolution. Must be capable of effectively presenting and briefing findings of analysis and investigations.
• Professional Contacts: Will be member of project teams with staff members of the NSHQ at working or action officer levels and management level on matters pertaining to assigned responsibilities and duties. Maintains regular day-to-day internal professional contacts across the staff throughout the NSHQ on matters pertaining to assigned responsibilities and duties. Maintains frequent external professional contacts with NATO and National military and civilian personnel involved in CFiT development as well as contractor personnel who could be involved from time to time.
• Contribution To Objectives: Provides specialized technical expertise in support of SOF Operations, Training and Employment.
• Supervisory Responsibilities: In case of activation and deployment the incumbent may be required to act as the CFiT lead including a standup and preparation phase.

CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
