LOCATION: Baghdad, Iraq

TITLE:  Staff Officer (Political Affairs)

GRADE: MCIV 6

SECURITY CLEARANCE: NATO SECRET

 

1. POST CONTEXT

NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.

Strategic Communications, Representation and Outreach Office (SCRO) is the Division whose components interact with the civilian and international environment of the mission.

NMI Political Advisory Group (PAG)’s purpose is to collect, analyse, map, report and advise on diplomatic, political, security, social and economic developments in Iraq and the region, as well as anything else which may have a strategic impact to the Mission.

Within the PAG Section, the incumbent’s main responsibility is to chain of command on the Iraqi political-military dynamics and their impact to the Mission.

The post reports to NTI GCX 0010 – Head (PAG), A-4 .

2. DUTIES  

The incumbent’s duties are:

-Collect, assess, monitor and report on political, military, social and economic development in Iraq and the region. Focus on the political-military dynamics and their impact on the Mission..

– Draft periodic and ad hoc reporting, briefings, power-point presentations, point papers, providing findings, recommendations, and conclusions.

– Establish and maintain a network of working-level contacts with Iraqi civil and military government officials, civic bodies, researchers and think tanks, and others stakeholders concerned with political and military issues. Engage Iraqi and International Community’s relevant interlocutors.

– Maintain current knowledge of government policy decisions related to security and defence.

– Identify issues for research and analysis, and forecast political, security, economic, and social trends; perform “horizon scanning” and possible scenarios.

– Contribute to keep NMI staff updated on political-military developments, which have an impact on the Mission.

– Support SCRO and OCOM in the key leader engagements.

– Draft of NMI’s Political-Military Weekly Report.

– Draft Special reports and Mission Situational Awareness Report on relevant topics affecting the Mission.

– Participate in VTC with Higher Headquarters, covering the political update.

– Contribute to Pre-Deployment and Basic Induction Training for NMI Staff.

– Contributing to the NMI weekly SITREP; the NMI monthly mission report; the Periodic Mission Review; Specialist Political Reports, when requested by Chain of Command.

– Perform other tasks upon direction from Head PAG and/ or Director SCRO.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

– The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO’s boundaries.

– The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.

– Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

University Degree in political science, public administration, international relations or related discipline and 4 years post related experience;

Minimum 4 years of experience in working for a governmental or international organization in the area of foreign policy, such as national MFA and/or MOD, NATO or UN;

General knowledge of NATO organizational structures and NATO operations;

English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 3333 based on NATO standards). 

DESIRABLE

Knowledge of Iraqi domestic politics.

Experience in Middle East for cultural awareness.

Posting at an embassy and/or international organization abroad.

Knowledge of NATO political and military processes.

Arabic Standard Language Proficiency in listening, reading, speaking and writing, (SLP 2222 based on NATO standards). 

COURSES:

– NMI Pre-Deployment Training.

– ADL 336en – Building Integrity (BI) Awareness Course (English).

– ADL 224 – Introduction to NSO Operational Law Course.

– ADL 169 – Improving Operational Effectiveness by Integrating Gender Perspective.

4. POSITION AND CANDIDATE PROFILE

Personal attributes

Analytical skills. Ability to work in a team in a challenging, multicultural setting. Willingness to work outside normal office hours.

Must be able to discuss areas within portfolio with Iraqi interlocutors, other embassies and international organisations.

– Contributes to asses the political, security and economic environment in which NMI is working.

5. EMPLOYMENT CONDITIONS

The basic salary for an MCIV 6 is Euro € 6,807.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), which may consist, in accordance with the conditions stipulated by the Mission Civilian Rule, in approximately € 105 for each day spent in theatre.

This post is a non-accompanied assignment. Living quarters provided by NATO.

The NMI mission, while not combat, is executed in a combat environment.  Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor.
