Joint Force Command Norfolk (JFCNF) provides a Joint Headquarters to plan, prepare and conduct operations to support NATO’s core tasks at the Joint Operational Level, as directed by the SACEUR.
The Office of the COS supports the COS in all of his/her functions, co-ordinates and implements COS decisions and policy. Assists and advises the COM on policy matters and in the execution of his duties and responsibilities. The COS directs staff actions on behalf of the COM or DCOM and ensures that all issued instructions are in accordance with the COM’s policy and guidance.
Office of the Director of Management (DOM), under the leadership of DoM, is responsible to the Chief of Staff (COS) for integrating, coordinating and implementing services and activities to support, facilitate and contribute to the full JFCNF mission spectrum. This includes all Framework Nation related security, finance, and protocol issues, as well as facility management, real life support and executive oversight to all Base Support Activities.
He/she is responsible for preparation of Real Life Support (RLS) for exercise and conference support and is the principal Staff Officer for all matters related to planning, coordination and managing of RLS issues in close coordination with Protocol, Office of Financial Controller, Legal Advisor, and other Divisions as necessary.
Reports to: Director of Management.
Principal Duties:
His/her duties are:
1. Coordination of Command’s future RLS requirements for events and ensure the assets are available for catering, accommodations (military and/or commercial), transportation, supplies, security, medical, morale and welfare services and activities (to the extent allowed by current regulations and agreements), supply and general administration.
2. Coordinate Exercise Services requirements with Host Nation in drafting relevant Technical Arrangements.
3. Secure lodging accommodations for external personnel participating in exercises and conferences.
4. Develop purchase order requests in coordination with J4 and J8 for requisition of goods and services.
5. Determine the details for eventual support of US reservist personnel (number and expertise) as it specifically relates to RLS activities and coordinate the appropriate request of personnel with J1.
6. Draft and coordinate input to administrative instructions and information in support of events, exercises and conferences.
7. Organize, coordinate and conduct in-processing of event participants in relation to event manning, on-ward travel arrangements, transportation, catering, accommodations and other specific RLS requirements, security and facilities access, and CIS accessibility.
8. Participate in the planning of allocation of facilities for event participants.
9. Report and brief regarding RLS issues as necessary, throughout the entire event/exercise planning, preparation and execution phases.
Special Requirements and Additional Duties
1. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
2. Be prepared to contribute in any inquiry or investigation concerning a breach of NATO Standards of Behavior, or an allegation of rape, sexual and gender based violence or other forms of sexual exploitation and abuse.
Essential Qualifications
1. University Degree in logistics, transport or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
2. Previous staff experience in joint logistics management at large HQ, Joint Command, NATO HQ or MOD.
3. Minimum experience of 5 years supporting military operations and/or exercises, specifically in planning, management of delivery, and effecting the Integrated Logistics Support.
4. Experience in planning large events, spanning the spectrum of catering, accommodations (military and/or commercial), transportation, supplies, security, medical, morale and welfare services, etc.
5. Experience in project management.

Desirable Qualifications
a. Professional Experience
1. Knowledge of NATO exercise planning, control and execution.
2. Knowledge of NATO rules and regulations applicable to RLS to include Host Nation responsibilities.
3. Knowledge of implementing Technical Arrangements with applicable agencies.

1. NATO Host Nation Support Course (LOG-LG-2707) provided by NATO – School Oberammergau (NSO)
2. NATO Exercise Planning Course (EPC) (ETE-CT-21180) provided by NATO – School Oberammergau (NSO)
3. NATO Logistics Introductory Course (LOG-LG-26835) provided by Turkish PfP Training Centre, Turkey
4. NATO Staff Officer Orientation Course (ETE-IT-3834) provided by NATO – School Oberammergau (NSO)1.
Attributes/Competencies
Personal Attributes: He/she is required to have the routine application of sound judgement and initiative to ensure timely and effective direction and resource allocation to deliver the outputs set out above. He/she requires a high level of adaptability and initiative to develop solutions to complex issues.
Managerial Responsibilities: No reporting Responsibilities.
Professional Contacts: Internally: Staff members and their supervisors at the ACOS and DACOS level.
Externally: Policy/decision markers at JFCNF; NATO agencies; HQ NATO; host-nation military organisations and services, Local National Representatives, National Military Representatives at ACO.
The purpose of contacts range from exchange of information to negotiation without committing JFCNF.
Contribution To Objectives: He/she is required to engage across the HQ (routinely up to Branch Head and as required to ACOS level) to ensure appropriate integration and awareness. He/she is also to engage across NATO command structures where required to facilitate coordination and integration (routinely up to Branch Head and as required to ACOS level).
Security Clearance
The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.
Work Environment
He/she will normally be required to work in a normal office environment.
Contract
· This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
· Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
