Are you a specialist in the field of Security?  If so, this position offers you a unique opportunity to support the NATO Alliance at its Capability Development Command.

Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Resources and Management (RM) Directorate acts on behalf of SACT on all internal management and resource-related issues. It monitors the coherency of ACT plans to ensure that ACT remains an effective and efficient organization and improves continuously.

The ACT Office of Security has staff responsibility to execute, provide and coordinate security services to the headquarters, its subordinate commands, and to the NATO community at large, operating at all levels of command to ensure the security of its personnel, assets, and resources.

The Staff Officer (Security Policy) within the ACT Office of Security (AOS) is responsible for ACT and NATO Security Policy Development.

Reports to: Branch Head (ACT Office of Security)

Principal Duties: His/her duties are:

a.         Working with Nations in the Security Committee to develop NATO security policy and guidance to address the needs of ACT.

b.         Representing ACT in meetings of the Security Committee (AC/35) in Security Policy format (SC(SP)) and in CIS Security format (SC(CISS)).

c.         Developing ACT security directives and procedures to meet requirements of NATO Security Policy.

d.         Providing security direction and guidance on security policy to all security staff at ACT subordinate commands.

e.         Advising staff at all levels on implementation of NATO Security Policy.

f.          Acting as OPR for the NATO Security Course (N1-38).

g.         Acting as SME for security aspects for all ACT interaction with non-NATO entities; preparing proposals for risk management decisions and archiving accepted proposals.

h.         Conducting investigations of security breaches within HQ SACT, and initiating action for resolving security discrepancies.

i.          Implementing the HQ SACT Security Education and Awareness programme, including the security indoctrination of all newly reporting staff members and contractors.

Essential Qualifications

a.         University Degree in security administration, criminology, public administration, industrial security administration, law or related discipline and 2 years function related experience.

b.         2-4 years experience in security policy development.

c.         2-4 years experience in business or office administration.

d.         Experience in developing policy level documents.

Language

English – SLP 3333 – (Listening, Speaking, Reading and Writing)

Desirable Qualifications

a. Professional Experience

1.         Experience with the application of security to in all disciplines (Personal, Physical, Security of Information and CIS).

b. Education/Training

1.         Industrial Techniques for Instructors.

2.         NATO Security Course (MPG-MP2699) provided by NATO – School Oberammergau (NSO).
Attributes/Competencies

• Personal Attributes:

a.         He/she must be capable of working harmoniously with multi-national NATO military and civilian staff, contractor personnel, consultants and technical representatives, etc., at all levels of responsibility, in structured and unstructured settings, and within and outside of the command.

b.         He/she must be adept at analytical thinking, public speaking and negotiation methods necessary to develop articulate and coordinate security positions and gain multinational agreement at the highest levels in a firm but tactful manner.

c.         He/she must have the ability to use initiative and good judgment in taking security related decisions on behalf of ACT.

d.         He/she must be capable of communicating security matters in clear, easy to understand, and, when necessary, non-technical terminology to both large and small groups. He/she must be able to liaise effectively with multi-national military and civilian personnel at all levels up to OF-7.

e.         He/she must be prepared to travel periodically in support of assigned duties.

• Professional Contacts: He/she will representing AOS within ACT.  He/she wil be the liaison with NATO Office of Security, ACT subordinate commands, SHAPE and ACO subordinate commands, other NATO bodies and NATO agencies on all security policy issues.

He/she will be the liaison with relevant national bodies.  Within the US, national relevant bodies he/she would be expected to include Naval Support Activity, NCIS, FBI, etc and contact with similar organisations in other NATO nations is frequent.

He/she will represent ACT in the NATO Security Committee and other relevant committees.

• Contribution To Objectives: His/her work involves establishing security criteria for implementing NATO security policy throughout ACT.

There are no reporting responsibilities.

Security Clearance

The successful applicant will be required to apply for and receive a NATO COSMIC TOP SECRET  Security Clearance prior to final confirmation of contract and commencement of employment.

Work Environment

He/she will be required to work in a normal office environment.
Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
